About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for a Library of Congress Indefinite Delivery Indefinite Quantity (IDIQ) contract opportunity for research engagement services.
The Library of Congress, Collection and Services Group seeks contractor support to conduct user research, assessment, and consulting services focused on the researcher experience at the Library's Capitol Hill Campus and online. The contract is structured as an IDIQ with an initial task order included. The scope encompasses research methodologies for understanding researcher behaviors and perceptions; process development and analysis; policy and procedure formulation; program/business process analyses following federal best practices; comparative research of the Library's services against similar institutions; and researcher-focused planning and quality control. The contractor must provide a project director and alternate with at least three years of experience developing and leading survey activity in research libraries and cultural institutions. All deliverables become sole property of the Library of Congress with the Library retaining full control of release and publication rights, though the contractor maintains final editorial control over factual corrections, conclusions, and recommendations. Proposals are due September 28, 2026, at 12:00 PM EST and must be submitted electronically via email to James Robinson (Contracting Officer) and Lianne Carroll (Contract Specialist) in Microsoft Office or Adobe formats not exceeding 20MB. Proposals must include four separate volumes: technical approach (limited to 15 pages), key personnel resumes, past performance references (up to three from the past three years), and pricing. The pricing volume requires fully-loaded labor rates for IDIQ performance across all ordering periods and separate pricing for the initial order with estimated labor hours by category and firm fixed price for travel to Capitol Hill. Questions are due by September 9, 2026. Orders may be issued from December 1, 2026, through May 30, 2030, with potential six-month extension of services.

SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
Research Engagement Research
Statement of Work
C.1. OVERVIEW / BACKGROUND
The Library of Congress (“Library”) is the world’s largest library. As a public institution, its mission is to engage, inspire, and inform Congress and the American people with a universal and enduring source of knowledge and creativity. With over 930,000 on-site visitors in FY2025, the Library’s Thomas Jefferson Building has become a landmark destination, renowned for its architectural beauty and celebration of knowledge and creativity. The Library’s Collection and Services Group (LCSG) acquires, stewards, describes and shares the Library collections. In FY2025, LCSG staff answered more than 150,000 total reference questions -- 65% online -- and circulated nearly 300,000 physical items. LCSG is the organizational home of the Library’s research centers, including the Law Library and multiple divisions within the Researcher and Collections Services (RCS) service unit. These organizations link more closely the Library’s researcher, reference, and public service work, as well as collection development, processing, and selected preservation activities.
LCSG requires a contractor to continue a program of assessment and engagement in order to meet the Librarian of Congress’s vision that the Library connect with every American. More information about the Library can be found on the website www.loc.gov.
