About this opportunity

The Library of Congress is procuring audiovisual equipment upgrades for four ceremonial venues in the James Madison Memorial Building: the Montpelier Room, Dining Room A, Dining Room C, and West Dining Room. The project requires a contractor to remove existing inoperable audio systems from the 1980s and install new equipment including 50 ceiling speakers, 8 wireless handheld and 8 wireless lavalier microphones, wireless receivers, custom lecterns with integrated technology, control systems, and various input/output panels. Contractors must have staff with CTS and Q-SYS certifications and provide a project manager with significant audiovisual integration experience. The West Dining Room will receive additional equipment including 4 LCD screens and a videoconference camera, with all wireless microphone systems required to use Shure's H50 frequency band for compatibility with existing Library inventory. Proposals are due August 25, 2025, and the solicitation was amended on August 21, 2025, to revise the Statement of Work and provide additional technical documentation including speaker photos and questions and answers.

This solicitation has no set-aside designation and no incumbent contractor is identified in the documentation. While specific award values are not disclosed, the price schedule template requires detailed cost breakdowns across multiple deliverables including system design by November 20, 2025, infrastructure removal by January 20, 2026, and hardware delivery and installation by April 20, 2026. The project timeline spans approximately nine months from contract award through completion, with a one-year warranty period extending from April 30, 2026, to April 29, 2027. Work will be performed at the Library of Congress James Madison Memorial Building in Washington, DC, under supervision of the Architect of the Capitol for mounting and wiring activities. The contractor must integrate with existing Shure ULX-D wireless audio equipment inventory that includes 86 wireless microphones, 20 receivers, and various charging accessories currently owned by the Library of Congress.
