Attachment J-7 – Questions and Answers

Solicitation 030ADV25R0045

# Question Response

1 Can we get the speaker model number or speaker cutout size of existing speakers that will be replaced so that we can replace it with something with a similar size that will work with the existing cutout.

Soundolier, Inc., Model FC104

(Soundolier Inc. is presently known as

AtlasIED)

The speaker cutout width is 6 inches, and the depth inside the speaker housing is 7 inches. See attached photos of the speaker, speaker housing and conduit above the housing.

2 Is there a need for a PC to be permanently mounted in each lectern, or is it the intent to only have presenters bring their own laptops to that will plug into the docking station?

No need for a permanent PC. Presenters will bring their own laptops to connect to the docking station.

3 Would the LOC be open to an HD-BaseT or

AV over IP solution for the video feed from the lectern rather than the specified HD-SDI connection? The reason we ask is because in the past we have run into HDCP content protection issues because HD SDI is not able to pass the HDCP.

An HD-BaseT or AV over IP solution is acceptable. However, there must be an

HD-SDI output connection on the lectern for the purpose of connecting external broadcast devices.

4 The last paragraph of section C3.15 states that the contractor shall mount, wire and integrate four (4) COR provided Shure

MXCW Access points. Are there existing

MXCW discussion units that will be used with these access points or are we providing those discussion units, and if so, how many?

The Library has existing MXCW units and access which will be provided. See amended solicitation section C.3.15

5 The lecterns for the Montpelier Room, Dining Room A and Dining Room C all have HD-SDI Video outputs, however there is no other mention of video requirements for these rooms. What are these outputs supposed to feed?

The purpose of the HD-SDI video outputs on each lectern is to feed external broadcast devices a signal from the laptop docking station. These signals traditionally include PowerPoint or similar presentations.

6 Section C3.10 calls for four (4) 55” LCD screens with compatible full motion mounting equipment to be installed in the

West Dining room. Are you wanting these four LCD screens to be mounted on carts as currently shown in the pictures or should these be mounted to the walls or columns on full motion articulating mounts?

These screens will be mounted on the fixed columns, on full motion articulating mounts. See amended solicitation section

C.3.10.

7 The LCD displays listed above also call for built in tuners. Is there already cable TV ran to these display locations for the tuners, or would it be better to have a TV Tuner/Cable box mounted in the AV Rack with the capability of switching between the Lectern

PC feed or the TV tuner on the control touch panel?

A cable TV connection to the room will be installed by the Library. We defer to the offeror’s recommendation as to how cable

TV signals are furnished to each monitor.

See amended solicitation section C.3.10

8 Will the LCD displays listed above be required to be controlled by the control system for power on/off as well as source selection?

The control system should control the power on/off for the monitors. We defer to the offeror’s recommendation on control system architecture regarding source selection.

9 Section C.3.11.2 say that control system # 2 needs to have the ability to control two (2)

LCD/LED screens that must show computer video from the lectern. Are these screens part of the four (4) 55” TV’s are called out in section C.3.10 or are the different displays? And if there are different displays what is the desired size and where are these displays to be located?

This is a typo, this will be corrected to the correct quantity of four (4) LCD screens.

See amended solicitation section C.3.11.2

10 Does control system # 1 need to have air wall sensors to be able to automatically configure the control system when air walls are open or closed.

Air wall sensors are not required.

11 Do all sections under ‘Scope’ C.2 - C.5.2 need to be responded to in the ‘Technical’ portion of our response?

Yes.

12 What is the make or model of the 6” speakers?

Soundolier Inc., Model FC104

(Soundolier Inc. is currently known as

AtlasIED)

13 There are access hatches in the space to get above the ceiling, can you clarify if cabling is in conduit or free run?

Yes, cabling is in a conduit, not free run.

14 The current ceiling speakers in the

Montpelier, Dining Room A, and Dining room C are in finished ceiling - this presents issues with running new cabling throughout the space in terms of labor and pathways.

Are the current speaker cables in conduit within the ceiling? If so, where does the conduit terminate?

Yes, the current speakers are in conduit in the ceiling. During installation, the new cable runs will be rerouted during to terminate in the identified communications closet.

15 New I/O panels in all rooms - due to the sensitive nature of the wood paneling on the walls in these spaces, what is the expectation for the new dedicated audio I/O panels in reference to who is responsible for cutting holes and running in-wall conduit (if applicable)? Is an on-site facilities team available?

Mounting of any surface mounted boxes, or penetrations of the wood paneling will be conducted under the supervision and approval of the Architect of the Capitol

(AOC). See amended solicitation section

C.3.13.1

16 Camera location in West Dining Room -

Does the customer have a preference for the camera location in this space and/or desire multiple cameras for multiple viewing angles? Is there wall space above the entrance doors for mounting a camera?

The camera should be mounted on the ceiling. Precise camera location within the room will be determined during the design process.

17 What are the measurements of the communications closet and how many

120V/20-amp circuits are available? Also, Will the LOC/AOC provide needed dedicated electrical service to the new rack location in the communications closet?

The closer measurements (in inches) are

46” x 85”. Currently there is one

120V/20-amp circuit. The AOC will provide a second circuit in the closet.

18 Does the customer have a preferred lectern manufacturer? We noticed the requirements were very specific.

We do not have a preferred manufacturer.

19 SOW calls for integration of Shure MXCW conferencing microphone systems in each room - what is the expectation as far as integration? Does the customer wish to also control these microphones, or will they act as a standalone systems separate to the rest of the equipment?

The government provided Shure MXCW conference system will act as a standalone system, however it is our expectation that audio signals will integrate into the control system.

20 Is it the intent to replace all rotary style room volume controls with a single wall mounted touch panel in each room?

Yes.

21 Please confirm that each room shall get one touch panel in the lectern, and one additional wall mounted touch panel. If additional wall mounted touch panels are required, please specify quantities and locations.

Yes – as stated in the solicitation, for each venue, one on the lectern and one additional wall mounted panel.

22 Please clarify the “laptop docking station” requirement for the lecterns. Is the SDI output required in all rooms, or just the west dining room?

As stated in the solicitation, all rooms.

23 Is there an existing SDI system in the facility? If not, what is the purpose of the

SDI connections at the lecterns? The specified Q-SYS equipment will handle all video transport for the new AV system via the CAT6 cabling that will be required for the new Q-SYS equipment. SDI connections would only be necessary if the client desires to connect the laptop video to an existing or planned SDI distribution system in the facility.

SDI connections will integrate to existing but separate broadcast infrastructure in the building.

24 Where will the SDI connections be made?

Will there be an existing or future OFE floor plate or wall plate (by others)?

We are only requiring SDI output connections on each lectern.

25 Are SDI input connections also required for lectern laptops, or just SDI outputs from the laptops?

No.

26 What is the SDI video destination?

Existing but separate broadcast infrastructure in the building.

27 The specified connectivity for the Lectern wall plates will not fit in a single-gang plate. At a minimum, the AC power connection and SDI connections will need to be in a separate back-box/wall plate.

Please confirm this is acceptable.

In C.3.9, the size of the plate is not restricted to single-gang.

28 What type of AC power connector is required on the lectern connector plate?

Powercon or standard three-prong receptacle?

Either is acceptable.

29 What is the 10RU rack in the lectern for? Is the AV contractor required to furnish any components for this rack, such as a power distro?

Yes, it is for the AV contractor to install components and will also be used for future expansion.

30 Who is responsible for manufacturing the four logos for the lecterns?

The contractor. See amended solicitation section C.3.9

31 Please confirm that no ceiling microphones or other dedicated microphones are required in the West Dining Room for VTC purposes.

No ceiling microphones are required.

32 Please clarify the intended video conferencing scenarios for the West Dining

Room. Will the only participant be the presenter at the lectern, or will the room also utilize a conference table with participants seated around it?

This is a multipurpose venue;

configuration will vary by event.

33 Where will the wireless mics be stored when not in use? Rooms or AV rack?

Wireless mics should be stored in charging cradles located in each lectern.

C.3.7 Wireless Microphone Chargers

Contractor shall provide a cradle style drop-in solution to charge two (2) wireless handheld microphones and two (2) wireless bodypack lavalier microphones in each lectern referenced in C.3.9.

34 Please confirm that ceiling-mounted partition sensors are NOT required in the divisible room. None were specified. Please further confirm that all room configuration

Ceiling mounted partition sensors are not required in those spaces. Room configurations presets will be manually selected from the tough panels.

presets will be manually selected from the touch panels.

35 Please confirm that installation of any necessary conduit will be performed and provided by others.

Confirmed.

36 Please confirm that the same model

StarTech docking stations shown in the

Mumford Room during the site survey are also acceptable for the four new rooms.

This docking station is an acceptable solution, but not required.

37 What length patch cables will be needed to connect lecterns to wall plates?

Patch cables will be between 10 ft. and 25 ft., depending on the venue. This will be determined during the final system design.

38 Please specify the size of the hole for the speakers in each room.

The speaker width is 6 inches, and the depth inside the speaker housing is 7 inches. See attached photos at section J-6

– Speaker Photos of the speaker, speaker housing and conduit above the housing.

39 Please specify the amount of space between the ceiling tiles and the slab above it.

21 inches.

40 Please specify the weight load allowed per speaker.

Each speaker should not exceed the weight load of the currently installed

Soundolier, Inc. (AtlasIED) FC104.

41 Please specify if the AOC has any requirements for cable management in the ceiling.

The existing conduits can be reused, but the offeror will need to trace the old cable and remove. If the offeror prefers to provide new conduit runs from each speaker to closet where it will terminate, the type of conduit will be subject to approval by the AOC.

42 In the RFP, are all signal descriptions meant from the rooms perspective or the Q-SYS perspective?

The question was not clear enough for the

Library to provide an answer.

43 The LOC representatives were not able to identify the existing 4-gang box in the

Montpelier room relative to C.3.13.1, A. Can you please identify its location?

This is a typo. In Montpelier room there are two, 2-gang boxes located on the wall.

Images available in Section J – “Image 02

Montpelier Room Inoperable Audio

Panel.” See amended solicitation C.3.13.1

44 The LOC representatives were not able to identify the one gang box specified in

C.3.13.1, D and E. Can you please identify their locations?

Tentatively the gang boxes will be located as surface mount boxes on the baseboards of the room columns. This will be pending approval by the AOC during the system design.

45 J2 Lists Wireless Beta 59, is this an error? That was a typo, should be “Wireless Beta

58”

46 The RFP specifies 32 receivers for 16 microphones? Is this an accurate number?

There should be a total of 32 receivers across all venues. This number reflects surge capacity for complex events that require additional microphones from existing inventory.

47 Will the LOC require the installation work for the contractor to be performed outside of normal business hours for the LOC?

All work to be conducted during normal business hours.

48 What are the operational requirements for the four spaces during installation? May the contractor take down all four spaces simultaneously, one at a time or must all work be performed such that the functionality of the four spaces is not impacted

We will work with the contractor to schedule appropriate outages for each venue.

49 The custom lectern in C.3.9 specified an input/output panel to provide power, SDI video output, an XLR audio output port for the lectern microphone and a RJ45 port to connect to the hardware LAN. The RFP does not specify which LAN and there is no requirement for SDI input into the control system. Which of these signals are intended to be introduced into the Q-SYS system?

The LAN connection is for the purpose of connecting house IT connectivity to the docking station. The purpose of the HD-

SDI video outputs on each lectern is to feed external broadcast devices a signal from the laptop docking station. These signals traditionally include PowerPoint or similar presentations. Neither the LAN connection nor the SDI will be introduced into the Q-SYS system.

50 If in the previous question the answer is yes, they are intended to be introduced into the

Q-SYS system, which ones and is there an additional wall panel/plate for this?

Not applicable.

51 In section C.3.9. there is no mention of what resolution and video standard the SDI video must be designed to provide?

We defer to the offeror’s design on what is possible for resolution. Other similar venues in the complex support an SDI resolution of up to 3840 x 2160.

52 We did not see electrical power in the communications closet. Is this the responsibility of LOC to install or the contractor?

There is electrical power in the communication closet. LOC/AOC will ensure the power is active.

53 In section C.3.10 the RFP specifies that the each LCD screen must have an internal tuner. Please specify which ATSC standard or cable band that they must be able to tune?

ATSC 1.0

54 How will the LOC and contractor design and approve the QSYS UCI layouts? Is there a proposal and review process?

The LOC will work with the contractor during the design phase (C.3.1 B) to review and approve the final layout before it is implemented.

55 In section C.3.11.1 are the two configurations zones of three independent and one combined zone or a Montpelier and

Dining Room A and a Montpelier and

Dining Room C?

Control System #1 referenced here should have the ability to control the Montpelier

Room, Dining Room A, and Dining Room

C. That single control system should have the ability to control the individual zone for each room – or joining the zone of multiple rooms together.

Scenarios include:

• Montpelier Room only

• Dining Room A only

• Dining Room C only

• Montpelier Room and Dining Room A

• Montpelier Room and Dining Room C

• Montpelier Room, Dining Room A, and Dining Room C

56 Please clarify in section C.3.11.2 which two of the four monitors will be controlled and which two will not.

See amended solicitation section C.3.11.2

57 Is there a proposal process with the LOC for the location of the four LCD screens in the

West Dining room in addition to the approval process from the AOC?

Once the contractor submits their system design, the LOC will approve in conjunction with the AOC. Those four

LCD screens have preliminary approval from AOC for mounting on the four fixed columns in the room.

58 What is the process for disposing of the equipment we are required to remove? Will this be placed into government excess by the LOC or is it the contractors responsibility to dispose of all materials such as electronics, cable and control panels?

The LOC will dispose of all equipment and material removed by the contractor.

59 Will there be a separate pass through installed into the head end / comm closet, as an entry point for the new cabling?

The AOC will work with the contractor for any cable entry point required.
