About this opportunity

The District of Columbia Courts is procuring a cloud-hosted Legal Case and Document Management System for the Office of the General Counsel with proposals due by 11:00 a.m. EST on July 8, 2026. This is an open market, unrestricted procurement for a single firm-fixed price contract covering a base year plus four option years; the Courts anticipate immediate award contingent upon appropriation of funds for respective option periods.

The contractor must provide a configurable commercial-off-the-shelf system including software licenses, warranties, installation, migration of approximately 1.2 terabytes of documents (roughly 390,000 files across 10,000 folders), implementation, on-site post-implementation support and training, and ongoing maintenance. The system must support six users initially with capability to scale to ten, deliver full case and matter management with eDiscovery functionality, and include generative AI capabilities with intelligent document processing in the base license. Key technical requirements include FedRAMP Moderate Authorization, NIST 800-53 Revision 5 and NIST 800-37 Revision 2 compliance at moderate impact level, U.S.-based East Coast data center hosting, Microsoft Entra ID integration, mobile accessibility, Section 508 compliance, and OCR and redaction capabilities. Implementation must be completed within 6 to 9 months of award. The contractor must provide Tier 1 and Tier 2 phone-based help desk support Monday through Saturday, 8:00 a.m. to 6:00 p.m. Eastern Time, five consecutive days of on-site training, and documented disaster recovery and business continuity plans.

Proposals are evaluated 50 points on technical approach, 25 points on experience and qualifications, and 25 points on past performance, plus price reasonableness. Insurance requirements include $1 million commercial general liability per occurrence with $2 million aggregate and five-year completed operations coverage. Proposals must be submitted via email to Grace Alao at grace.alao@dccsystem.gov and must acknowledge all five amendments (A01 through A05). Contractor personnel must complete security clearance requirements including background checks within 3–5 business days of award.
