About this opportunity

The Alaska Army National Guard seeks lease of a postage metering and mailing system, with proposals due May 8, 2026. The procurement is set aside for Women-Owned Small Business (WOSB), including economically disadvantaged women-owned small businesses (EDWOSB). The solicitation number is W91ZRU26QA012, issued April 2, with offer due date April 24 at 5:00 PM local time per the Standard Form 1449.

Place of performance is Building 49-000, Camp Denali, JBER-Richardson, Anchorage, Alaska 99505. Devices must be delivered and ready for use no later than September 1, 2026. Award scope covers one location only: The Armory in Anchorage.

Equipment specifications are firm: 130 letters per minute processing speed (standard letter-size mail per AR 25-51), 70-pound scale capacity, and a Certificate of Networthiness (CoN) for DoD network access. The system must weigh mail using a manual connected scale (not inline dynamic weighing), print postage, and generate monthly reports including weight in pounds and ounces, cost per piece, total postage costs, and number of outgoing pieces. Web-based reporting and redundant reporting capability are preferred but not mandatory; CSV or PDF export formats are acceptable. The contractor must handle USPS shipping only; FedEx and UPS are excluded from contract scope. Reporting must reconcile with the Department of Defense Official Mail Accounting System (OMAS) using a single cost center. Approximate monthly mail volume is 34 outgoing and 132 incoming pieces.

The contract is Firm-Fixed-Price with a base year (September 1, 2026 through August 31, 2027) and four one-year option periods. The maximum contract duration does not exceed 60 months. Pricing must reflect competitive open-market rates, not Federal Government or NASPO contract rates, with annual pricing adjustments permitted. All-inclusive pricing covers user training (in-person or online), routine maintenance and repair, and replacement supplies including ink and labels. Device relocation may occur with prior government approval and Contracting Office coordination. The NAICS code is 532420 (Office Machinery and Equipment Rental and Leasing); PSC code is W074. The contracting officer is Mallory Zelenak (251-644-3672); point of contact is Angela Horn.
