About this opportunity

The U.S. Army Corps of Engineers, UMSB Contracting Center is preparing to procure an enterprise-wide, cloud-based Cornerstone OnDemand Learning Management System with responses to this market research RFI due by August 10, 2026. This is a sources-sought and market-research instrument only; USACE is not accepting quotes or proposals at this time and will not reimburse response costs.

The anticipated contract is Firm Fixed Price with a 12-month base period beginning October 1, 2026, followed by four optional 12-month periods through September 30, 2031. NAICS code 541519 (Other Computer Related Services) applies, with a $34 million size standard. The solution must hold FedRAMP Moderate baseline authorization, integrate DoD CAC and PIV authentication via SAML 2.0, migrate 100% of historical training records from the legacy system with zero data loss, design three reusable Section 508-compliant course templates, provide instructor-led functional training, and deliver 24/7/365 end-user helpdesk support plus 1,040 annual hours of pre-purchased consulting services. Cornerstone OnDemand currently holds active FedRAMP Moderate authorization with 22 sponsoring agencies. Commercial past performance from authorized Cornerstone partners will be accepted in lieu of federal past performance.
