About this file
This is a Sources Sought Notice Amendment containing answers to clarifying questions about federal contract opportunity W912HQ26S0052 for a Learning Management System (LMS) solution.
The Government seeks to procure a Cornerstone OnDemand platform-specific solution and is not accepting alternative enterprise Training Management/LMS platforms or commercial solutions. Vendors must be authorized partners or resellers of Cornerstone. The Government is open to integrated capabilities beyond basic LMS functionality—including training management, qualifications and certification management, scheduling, resource management, and readiness reporting—provided all required LMS capabilities are met and remain associated with Cornerstone LMS. Commercial past performance will be accepted in lieu of federal past performance if proposed subcontractors are authorized Cornerstone partners/resellers. Cornerstone OnDemand currently holds an active FedRAMP Moderate baseline authorization for the Learning Management SaaS application with Marketplace ID F1509217359 and 22 sponsoring agencies including the Department of State, Department of the Navy, and Warfighting Acquisition University.

Sources Sought Notice #W912HQ26S0052
Amendment 01
The purpose of this amendment is to post answers to the questions received.
1)The RFI identifies Cornerstone OnDemand as the proprietary owner while also requesting information from potential sources. Is the Government seeking information on alternative enterprise Training Management/Learning Management platforms that meet or exceed the stated functional requirements, or is the intent of this effort to acquire a solution based specifically on the Cornerstone platform?
ANSWER: No, the Government is not seeking information on alternative enterprise TM/LMS platforms. The intent of this effort is based specifically on the Cornerstone Platform.
2) If the Government is open to alternative commercial solutions, will responses that demonstrate equivalent or enhanced capabilities beyond those described in the draft PWS be considered in shaping the final solicitation?
ANSWER: No, the Government is not open to alternative commercial solutions.
3) The draft PWS focuses primarily on Learning Management System capabilities. Is the Government interested in commercial platforms that provide integrated Training Management, qualifications and certification management, scheduling, resource management, readiness reporting, and learning management within a single enterprise solution, provided all required LMS capabilities are met?
ANSWER: Yes, if the capabilities are in association with Cornerstone LMS.
4) Will commercial past performance be accepted in lieu of federal past performance for the Sources Sought response and any subsequent solicitation? If federal past performance is required, will past performance from a proposed subcontractor or teaming partner be considered in evaluating the prime contractor's past performance?
ANSWER: Yes, if subcontractors are authorized partners/resellers of Cornerstone.
5) Does Cornerstone OnDemand currently hold an active FedRAMP Moderate baseline authorization for the Learning Management SaaS application? If yes, please provide the FedRAMP Marketplace ID and the sponsoring agency. If authorization is pending, what is the expected authorization date, and how will the Government handle the period of performance if authorization is not in place at award?
