About this file

This is a Performance Work Statement (PWS) for the U.S. Army Corps of Engineers (USACE) Learning Center's modernization of its training management infrastructure.

The USACE Learning Center seeks to replace its fragmented legacy environment—currently utilizing Microsoft Teams for collaboration and an antiquated internally developed Training Management Information System (TMIS) for tracking registrations and completions—with a cloud-based, enterprise-wide Cornerstone Learning Management System (LMS) SaaS solution. The contract encompasses software licensing, cloud hosting, data migration from TMIS, system implementation, configuration, functional training, and helpdesk support for approximately 36,000 active military and civilian users worldwide. The period of performance consists of a 12-month Base Period beginning October 1, 2026, followed by four optional 12-month periods extending through September 30, 2031. The contractor must deliver one production and one sandbox instance of Cornerstone Learn authorized at FedRAMP Moderate baseline, integrate DoD Common Access Card (CAC) and Personal Identity Verification (PIV) authentication via SAML 2.0, migrate 100% of historical training records from TMIS with zero data loss, design three reusable Section 508-compliant course templates, provide instructor-led functional training to USACE administrators, and supply 24/7/365 end-user helpdesk support through eSkillz Tier 1 integration plus 1,040 annual hours of pre-purchased consulting services. The contract is structured as Firm-Fixed-Price (FFP) for COTS SaaS subscriptions and associated services. Performance is remote from the contractor's facility during operational support hours of 0800–1700 EST, Monday through Friday, excluding federal holidays. Deliverables include a Project Management Plan (due 30 days post-award), System Configuration & Design Document (45 days), Master Data Migration Plan (60 days), and monthly SLA and consulting hours reports. Government-furnished items include the legacy TMIS database export (within 30 days of award), SAML 2.0/SSO metadata (within 15 days), and access to USACE Subject Matter Experts as required. The contractor must maintain FedRAMP Moderate compliance throughout contract performance, handle all personally identifiable information (PII) per the Privacy Act of 1974 and applicable DFARS clauses, and qualify as the Original Equipment Manufacturer, licensor, or authorized sole-source reseller holding all proprietary data and configuration rights. Acceptable Quality Levels require 99.9% LMS uptime monthly, 95% on-time deliverable submission with minimal rework, and 95% helpdesk ticket resolution within established SLA response windows.

PERFORMANCE WORK STATEMENT (PWS)

Part 1: General Information

1.1 Overview & Background

The U.S. Army Corps of Engineers (USACE) Learning Center requires an enterprise-wide, modernized, and secure cloud-based Learning Management System (LMS) to deliver, track, manage, and report on training. The USACE Learning Center currently utilizes Microsoft Teams (MS Teams) for course collaboration and an antiquated, internally developed database known as the Training Management Information System (TMIS) to track registrations and completions.

This fragmented environment is obsolete and requires severe manual administrative workarounds.

This Performance Work Statement (PWS) outlines the requirements for deploying, configuring, and supporting a commercially available, cloud-based Cornerstone Learning Management Software-as-a-Service (SaaS) subscription (specifically utilizing the Cornerstone Learn application module). This modernization effort will consolidate USACE’s training tracking and records into a single, integrated, and secure FedRAMP Moderate Authorized cloud environment for approximately 36,000 active military and civilian users worldwide.

1.2 Scope of Work

The Contractor shall provide all commercial software licensing, cloud hosting, data migration from TMIS, implementation, system configuration, functional training, and helpdesk support services necessary to deliver a turnkey, fully operational FedRAMP Moderate LMS SaaS solution.

1.3 Period of Performance (PoP)

The Period of Performance shall consist of a twelve (12) month Base Period and four (4) consecutive twelve (12) month Option Periods:

Performance Period Start Date End Date Base Period 1 October 2026 30 September 2027 Option Period 1 (Year 2) 1 October 2027 30 September 2028 Option Period 2 (Year 3) 1 October 2028 30 September 2029 Option Period 3 (Year 4) 1 October 2029 30 September 2030 Option Period 4 (Year 5) 1 October 2030 30 September 2031

1.4 Place of Performance & Hours of Operation

The primary place of performance shall be at the Contractor’s facility (remote support). Any required coordination meetings or administrative enablement sessions will be conducted virtually. Operational support hours shall be 0800 to 1700 EST, Monday through Friday, excluding federal holidays.

1.5 Level of Effort

In accordance with standard federal commercial acquisition guidelines, the level of effort is considered inherent to the Firm-Fixed-Price (FFP) of the COTS SaaS subscriptions and associated services required to meet the performance standards outlined in this PWS. No specific labor hours are mandated to complete the core configurations.

1.6 Quality Control & Quality Assurance

1.6.1 Quality Control Plan (QCP): The Contractor shall develop, implement, and maintain a comprehensive Quality Control Plan (QCP) to ensure all services, software provisioning, and database migrations conform to the requirements of this contract. The QCP shall be submitted to the COR for review within thirty (30) days of contract award. The plan shall detail the Contractor's internal self-inspection procedures, database verification tools for the TMIS migration, and reporting methods for system uptime.

1.6.2 Government Quality Assurance: The Government will monitor the Contractor’s performance under this contract utilizing a Quality Assurance Surveillance Plan (QASP). The COR will perform random inspections of helpdesk ticket logs, review monthly hosting uptime reports, and verify migrated TMIS records to ensure the Contractor is maintaining the Acceptable Quality Levels (AQLs) defined in the Performance Requirements Summary (PRS).
