About this opportunity
The Transportation Security Administration (DHS) is issuing a Request for Information on an integrated Enterprise Learning Management System (LMS) of Record combined with a Learning Experience Platform (LXP), with responses due November 2, 2026, at 12:00 PM EST. This is market research for acquisition planning; a binding solicitation has not been issued.
TSA seeks commercially available, mature solutions to modernize training delivery across its geographically dispersed workforce, reduce time-to-operational readiness for frontline security personnel, and improve regulatory audit-readiness. The anticipated contract structure consists of a one-year base period followed by four one-year option periods. Work is performed at TSA Headquarters in Springfield, Virginia; field locations and airports; training centers; contractor facilities; government-approved cloud environments; and authorized remote locations serving both CONUS and OCONUS personnel.
The solution must function as TSA's official LMS of Record maintaining complete, accurate, secure, and auditable training records including assignments, participation, completion, assessments, certifications, qualifications, and compliance status. Key performance objectives include providing a modern, learner-centric LXP with personalized pathways and gamification; supporting adaptive, modular, and test-out assessment pathways; enabling rapid content creation and curation; delivering standardized enterprise training with organization-specific configuration; providing configurable reports, dashboards, and analytics; and maintaining operational continuity with historical record import/export capabilities.
Solutions must operate on open architecture preventing vendor lock-in; ensure full government data ownership; hold FedRAMP Moderate or higher authorization; comply with Section 508 accessibility guidelines, DHS directives and policies, SCORM and AICC interoperability standards, and 49 CFR Part 1520 SSI protection; restrict artificial intelligence capabilities to TSA-authorized uses with explainable models; and perform reliably across constrained bandwidth environments. Respondents must provide rough order-of-magnitude lifecycle cost estimates covering discovery, implementation, migration, licensing, hosting, storage, support, and transition services. Responses may not exceed 20 pages. Questions close October 27, 2026. Submit responses to Siobhan.Lawson@tsa.dhs.gov and Stacey.Davis@tsa.dhs.gov.
Notice text
TSA has an opportunity to improve training delivery by strengthening training consistency and expanding flexible pathways that recognize prior experience. A more unified digital learning approach could also help balance compliance with reporting requirements with accessible, engaging microlearning for a globally dispersed, multigenerational workforce.
The purpose of this program is to acquire and deploy an integrated, vendor-neutral digital learning ecosystem combining an authoritative Enterprise Learning Management System (LMS) of record with a modern Learning Experience Platform (LXP). This dual capability will modernize TSA's training infrastructure, reduce time-to-operational readiness for frontline security personnel, improve regulatory audit-readiness, and ensure consistent, accessible training delivery nationwide.
Submit responses electronically in PDF/Word format to: Siobhan Lawson at Siobhan.Lawson@tsa.dhs.gov and Stacey Davis at Stacey.Davis@tsa.dhs.gov no later than 12:00PM, Eastern Standard Time (EST) on November 2, 2026.
