About this opportunity
The Department of the Air Force Materiel Command Installation and Mission Support Center seeks verification and issuance of Law Enforcement Officers Safety Act credentials to qualified active-duty U.S. Air Force and U.S. Space Force personnel, with quotes due August 5, 2026 at 12:00 PM CST. This is a 100% small business set-aside procurement, foreclosing all non-small-business competitors.
The solicitation will result in one or multiple Blanket Purchase Agreements with a five-year ordering period from August 3, 2026 through August 2, 2031. The total BPA ceiling across all awards is $1 million, with individual call orders capped at $25,000 each. Subsequent call orders will be competed among multiple awardees if more than one BPA is awarded. Place of performance is San Antonio, Texas.
Offerors must propose firm-fixed prices for four contract line items: initial LEOSA credential issuance (CLIN 0001), credential changes (CLIN 0002), credential replacements (CLIN 0003), and a one-time startup and implementation CLIN (CLIN 0004). All prices form a catalog for future call orders. The contractor must design and maintain a secure web-based application platform, conduct eligibility verification per 18 U.S.C. 926B and DoDI 5525.12, produce credentials within ten business days of approval, and deliver within five business days. Credentials must include at least six anti-counterfeiting security features (guilloche printing, micro-text, line width modulation, bump effect, relief printing, rainbow printing, duplex printing, anti-scan patterns, deliberate errors, raster printing, or hidden images) and maintain 100% data accuracy. The contractor must maintain a government-owned database for five years, provide monthly reports, handle customer complaints and FOIA requests, and manage both CONUS and OCONUS shipping within unit pricing. Historical volume approximates 1,000–1,200 initial credentials annually plus 698 change requests and 1,231 replacements.
Evaluation weighs technical capability (acceptable/unacceptable basis) and price reasonableness. Past performance will be reviewed via FAPIIS and CPARS. NAICS 561990; PSC R799. Questions deadline was July 27, 2026 at 12:00 PM CST. Offerors must maintain current SAM registration with valid CAGE code and UEI number.
