Ms. Courtney Perry and TSgt Azaria Nave are the points of contact (POC) for this solicitation.

All questions or concerns regarding this request for quote must be directed IN WRITING via email to courtney.perry.5@us.af.mil and azaria.nave@us.af.mil.

mailto:azaria.nave@us.af.mil

Electronic Copies of quotes must be submitted to both POCs via email no later than 29 July 2026 to be considered for award.

The Government intends to award one or multiple Blanket Purchase Agreements (BPAs) as a result of this solicitation. In the case of a multiple award, offerors should be aware that all call orders will be competed among the awardees. This section provides instructions for submitting a quote for the initial BPA award.

This is a Firm Fixed Price (FFP) requirement. A FFP contract/agreement provides for a price that is not subject to any adjustment on the basis of the contractor’s cost experience in performing the contract. To be eligible for contract award/agreement, offerors shall have a current registration in the System for Award Management (SAM). Offeror shall ensure all representations and certifications are current in SAM as a condition of award. Failure to have an active SAM registration may result in the offeror being deemed ineligible for award. Offeror shall provide CAGE code and SAM UEI at time of submitting quote.

Notice to Offerors

Please note that a BPA is not a contract. A BPA is a streamlined method for acquiring products or services on an as-needed basis from qualified sources that are readily available and thus eliminate the need for repetitive costly re-procurements. Establishment of a BPA does not guarantee calls will be made. There is no minimum guaranteed quantity. The Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this notice. The Government may request a site visit with any offeror to establish acceptability. Awarded BPA holders may undergo annual visits to ensure standards are met.

Each BPA will have up to a five (5) year ordering period with a ceiling of up to $1,000,000.00 the BPA will expire after 5 years, or the $1,000,000.00 ceiling is reached. The ceiling of each agreement can be increased or decreased at any time by the Contracting Officer (CO) via a bilateral modification to meet current and future requirements. The Government will only be obligated to the extent of calls placed against an awarded BPA. This agreement may be modified or may be cancelled in its entirety by either party upon thirty (30) days written notice to the other party, except that this agreement may be canceled by the Government at any time if the parties fail to agree upon any deletion, amendment or addition to this agreement which is required by statute, Executive order, the FAR and/or this supplement.

In accordance with FAR 52.212-l(g), which is incorporated by reference, the Government intends to evaluate the price list and award a BPA without discussions. Please review FAR 52.212-1 in its entirety.

Quote Preparation Instructions

To ensure timely and equitable evaluation, offerors must follow the instructions contained in this section.

Quotes must comply with all solicitation requirements, including terms and conditions, representations and certifications, with particular attention given to those identified as evaluation factors. Non-conformance with these instructions may result in elimination from consideration.

Quotes must be clear, concise, and include sufficient detail to permit effective evaluation and substantiate the validity of stated claims. The response must consist of the following sections to be eligible for award:

Executive Summary (Minimum information required)

Solicitation Number:

Solicitation Date and Time specified for receipt of quotes:

Company Name:

Company address and remit to address if different than mailing address:

Name of Company point of contact(s):

Email Address of Company POC(s):

Telephone Number of Company POC(s):

SAM registration Expiration Date:

CAGE Code:

UEI Number:

Quote Acceptance Period:

Technical Capability

Technical Capability must demonstrate a clear understanding of the requirements and provide a comprehensive, yet concise, description of how the offeror intends to meet the Government’s needs for the LEOSA Credentialing Program Services and Support. The technical submission should detail the offeror’s proposed methods, capabilities, and resources for meeting the requirements, not simply reiterate or paraphrase the Performance Work Statement (PWS). Quotes that simply state the offeror

"understands" or "can comply" without adequate supporting information may be rated unacceptable.

Provide factual rationale explaining how the offeror intends to fulfill the requirements, assuming the

Government has no prior knowledge of their experience. The evaluation will be based solely on the information presented in the quote.

Price

Offerors must submit their complete pricing quote using the spreadsheet provided as Attachment 2 – CLIN Pricing Schedule.

The pricing provided will establish a Firm-Fixed-Price catalog for all future Call Orders placed against this Blanket Purchase Agreement (BPA). The quoter must quote a single FFP for each line item listed in the attachment. All line items must be priced. Failure to submit pricing using the specified attachment or failure to price all line items may result in the quote being considered nonresponsive and therefore ineligible for award.

The prices quoted in Attachment 2 must be inclusive of all labor, materials, equipment, overhead, profit, and any other costs required to perform the work outlined in the Performance Work Statement

(PWS). These prices will represent the maximum value price for each item, and the Government will use them to evaluate price reasonableness. Quotes must be sufficiently detailed to demonstrate their price reasonableness, completeness, and balance. The Government may not award an agreement based on a quote with unbalanced pricing. Compliance with these instructions is mandatory and failure to comply may render your quote ineligible for award. The burden of proof for credibility of quoted prices rests with the offeror.

D. Evaluation Criteria

IAW RFO 52.212-2, Evaluation—Commercial Products and Commercial Services (Deviation 2026- O0038):

(a) Basis for Award

The Government will award a Blanket Purchase Agreement (BPA) to one or multiple responsible offeror(s) whose quotations conform to the solicitation and provide the most advantageous value to the Government. The Government reserves the right to award without negotiations.

To be eligible for an award, an offeror’s quotation must first be determined technically acceptable.

For a quotation to be considered technically acceptable, it must demonstrate a clear understanding of and ability to meet the requirements outlined in the Performance Work Statement (PWS).

Only those quotations determined to be technically acceptable will be further considered for award. The Government will then evaluate the proposed price list from each technically acceptable offeror to ensure the prices are fair and reasonable. The ultimate decision will be based on the optimal combination of technical capability and price.

Evaluation Factors

The Government will evaluate quotes based on the following two (2) factors:

Factor 1: Technical

Factor 2: Price

Evaluation Approach

FACTOR 1: TECHNICAL

The Technical Factor will be evaluated on an Acceptable/Unacceptable basis. An offeror must receive a rating of "Acceptable" to be further considered for award.

Performance Requirements Summary/Services Summary methods: the Government will evaluate the Quoter's performance methods to determine if it meets the minimum requirements of the solicitation and Performance Requirements Summary/Services Summary. The evaluation will assess whether the methods provide a clear and feasible approach for ensuring quality performance.

Acceptable: The Performance Requirements Summary/Services Summary methods address all the required elements as specified in the "Instructions to Offerors". The plan clearly describes a methodology for Performance Monitoring, Installation QC and Interoperability, Maintenance Oversight, Corrective Actions, and maintain performance records. The approach is logical and demonstrates a clear understanding of the PWS Performance requirements Summary/ Service summary.

Unacceptable: The Performance Requirements Summary/Services Summary methods fails to address one or more of the required elements, merely paraphrase the PWS without providing a clear methodology, or proposes an approach that is not feasible or poses a high risk of unsuccessful performance.

FACTOR 2: PRICE

Price Reasonableness: The Government may determine price reasonableness of technically acceptable quote(s) by using one or more of the techniques defined in FAR 12.204(a), which may include comparisons of the proposed prices received in response to this solicitation.

Award Decision

The BPA Award will be made to the Quoter(s) whose quote is technically acceptable and provides the most advantageous value to the Government.
