About this opportunity
The U.S. Department of Agriculture Forest Service is soliciting quotations for the removal and reconstruction of 3.5 miles of segmented interior Forest Service fence and Forest Service/Bureau of Land Management boundary fences on the Council Ranger District of the Payette National Forest in Idaho. The project requires construction of permanent, four-strand barbed wire let-down livestock fencing across seven distinct segments, with contractors responsible for removing all old fence material and clearing vegetation and woody debris. Key requirements include compliance with specific technical specifications detailed in the contract documents, adherence to prevailing wage rates established for heavy construction in Adams County, Idaho, submission of performance and payment bonds at 100 percent of contract price, and compliance with the Buy American Act for construction materials. The government will evaluate proposals using a Lowest Price Technically Acceptable (LPTA) methodology, with only the lowest-priced offer initially evaluated for technical acceptability and past performance, and evaluation proceeding through successive bids until an acceptable offer is identified. Questions must be submitted by March 23, 2026, at 5:00 PM Mountain Time, with quotations due by April 16, 2026, at 5:00 PM Mountain Time; offerors must acknowledge Amendment No. 1 to the solicitation with their submission.
This procurement is designated as a 100 percent small business set-aside under NAICS code 238990 (All Other Specialty Trade Contractors) with a size standard of $19.0 million, and no incumbent contractors are identified in the solicitation documents. The contract will be awarded on a firm-fixed-price basis as a single lump-sum line item covering all work, materials, labor, and incidentals, with the government furnishing all fencing materials including posts, wire, gates, and brace components. The period of performance extends from August 15, 2026, through October 30, 2027, with a total contract time of 180 calendar days for completion, and a final deadline of October 15, 2027, for delivery of the completed fence reconstruction. Work will be performed in the Council, Idaho area at elevations ranging from 4,500 to 5,500 feet, spanning multiple fence segments including King Hill Creek, Mill Creek Quarter/Quarter, Southern Tip to Mill Creek, Southern Tip to Smith Gulch, and Mill Creek Summit locations. Contractors must provide all labor, supervision, transportation, and equipment necessary for project completion, with work restricted to periods when soil conditions are appropriate and snow or frozen ground is not present.
