About this file

This is a Questions and Answers document for federal contract 1240LT26Q0030, issued by the U.S. Forest Service for Lave Fire Rangeland Fence Reconstruction on the Payette National Forest in Idaho. The project involves reconstruction of 3.5 miles of rangeland fence across seven non-contiguous segments with the following breakdown: King Hill Creek (0.5 miles), Dobie (0.25 miles), Mill Creek Quarter/Quarter (0.25 miles), Southern Tip to Mill Creek (0.43 miles), Southern Tip to Smith Gulch (0.93 miles), Mill Creek Summit PNF/BNF Boundary (0.65 miles), and Mill Creek Summit Lava Fire Addition (0.49 miles). The controlling performance period is August 15, 2026 through October 30, 2027, with work duration of 180 calendar days inclusive within the overall contract period. The contract is a single lump-sum line item (CLIN 0001) covering all work including removal, reconstruction, clearing, access, incidentals, and all fence components with no separate pay items. Payment will be made by percentage of work completed.

The Government will furnish all fencing materials including drill pipe for braces, gates, brace pipe and hardware, tie sticks and connection hardware, duplex nails or fasteners, and rock anchors or deadman materials, with quantities determined before contract work by the Contracting Officer's Representative (COR) and technical specialist. Braces will use bracketed systems with no welding required. Metal T-posts must be returned to the Government; all other removed materials will be disposed of by the contractor. The Council Ranger Station Yard is the only designated staging and storage area. Work is subject to wage determination for Heavy Construction in Adams County, Idaho, with General Labor classification applicable; conformance to fence-specific labor classifications not explicitly listed is not required. Elevation ranges from 4,500 to 5,500 feet. The Payette Motor Vehicle Use Map is available for download at https://www.fs.usda.gov/r04/payette/data-tools/interactive-maps. Tie trees should have minimum spacing of 30 yards and maximum of 100 yards between stretches. Double H braces are required on both sides of large hanging gates. The COR is Ben Dreier (benjamin.dreier@usda.gov). Biobased products requirements are not applicable to this project.

Lave Fire Rangeland Fence Reconstruction

Questions and Answers

Question #1. Is the agency providing the drill pipe for the braces or the contractor? There was some contradictory wording, so just looking for clarification on that.

Answer #1: Yes, the agency is providing all drill pipes for the braces, not the contractor.

Question #2. Do braces have to be welded or can keyhole bracket brace systems be used? I have included some info on them here, they're a superior system, no fire risk, reusable, and as strong as welded braces.

Answer #2: The braces will be held together with a bracketed system. There will be no welding necessary.

Question #3. Is the area currently open to motorized traffic to see the projects in person or are there are winter closures/ current snow pack conditions limiting access? If not are there post fire photographs available to give an idea of terrain or a marked kmz file would be great also.

Answer #3: The area is relatively free of snow as of this date. One of the more inaccessible sites was visited on 3/15/2026. A UTV was taken on open roads to roughly within 1 mile of the location, then a short hike would take you to the fence. Short answer, you can hike along most of these fences at this point and time.

Question #4 . Can we possibly get an estimate for elevation ranges amongst the individual sections?

Answer #4: It is hard to provide an answer here. I believe the elevation ranges from 4500 to 5500 feet.

Question #5: Based on the Combined Synopsis-Solicitation, the attachment numbering appears to differ from the files provided. Additionally, a standalone “Description-Location of Work” document is referenced but not clearly identified within the package received.

Request: Please confirm that all solicitation attachments have been provided in full and identify any missing documents, if applicable.

Answer #5: In Attachment 1, Attachment 3 - Description-Location of Work should be deleted. All attachments are included as follows:

Attachments 1 – 8 below:

Attachment 1 – Combined Synopsis/Solicitation 1240LT26Q0030 Attachment 2 – Schedule of Items Attachment 3 – Statement of Work Attachment 4 – WD ID20260036, dated 1/2/2026 Attachment 5 – Mapping Attachment 6 – Past Performance Data Sheet Attachment 7 – Experience Questionnaire Attachment 8 – Specs-Drawings

Question #6: The Statement of Work references multiple illustrations (Illustrations 1–5), while the Specs/Drawings document appears limited and includes a page labeled “Sheet 5 of 23.”

Request: Please confirm whether a complete set of drawings/specifications exists and provide any additional sheets if applicable

Answer #6: The drawings/specifications that the contractor has received are the complete set of drawings for this project, there are no additional sheets.

Question #7: There appears to be a discrepancy between:

• SF-18 (Period of Performance: 08/15/2026 – 10/30/2027)

• Statement of Work (180 calendar days duration)

• Deliverables/Completion references (October 15, 2027 vs. October 30, 2027)

Request: Please confirm the controlling performance period and whether the 180-day duration is inclusive within the overall contract period or tied to a Notice to Proceed.

Answer #7: The controlling performance period is 08/15/2026 – 10-30-2027. The 180 day duration is inclusive within the overall contract period.

Question #8: The Schedule of Items workbook includes both a “Contract (No Options)” tab and a “Contract (With Option Years)” tab, although the solicitation does not indicate option years.

Request: Please confirm which tab is to be completed and submitted as the official bid schedule.

Answer #8: This contract does not have option years.

Question #9: The Schedule of Items appears to include a single lump sum line item for the full project scope.

Request: Please confirm that CLIN 0001 includes all work (removal, reconstruction, clearing, access, incidentals, and all fence components across all segments) with no separate pay items.

Answer #9: Yes this is true, the schedule of items is a single lump sum line item for the full project scope.

Question #10: The project is described as 3.5 miles across seven non-contiguous segments; however, the package does not provide a detailed breakdown by segment.

Request: Please provide, if available, a segment-by-segment breakdown including approximate lengths and any known quantities for gates, braces, rock jacks/cribs, tie-tree locations, or other special features.

Answer #10: King Hill Creek FS/BLM Boundary Fence Segment = .5 miles. Dobie FS/BLM Boundary Fence Segment = .25 miles. Mill Creek Quarter/Quarter FS/BLM Boundary Fence Segment = .25 miles. Southern Tip To Mill Creek FS/BLM Boundary Fence Segment = .43 miles. Southern Tip To Smith Gulch FS/BLM Boundary Fence Segment = .93 miles. Mill Creek Summit PNF/BNF Boundary Fence Segment = .65 miles. Mill Creek Summit Fence Lava Fire Addition Segment = .49 miles. The quantities of gates, braces, rock jacks/cribs, tie trees and their locations will be determined before contracted work by the COR and technical specialist.

Question #11: The Statement of Work indicates that fencing materials will be Government-furnished; however, certain components referenced in the technical specifications are not clearly identified in the Government-furnished materials table.

Request: Please confirm which materials are Government-furnished versus contractor-furnished, including but not limited to:

• Gates

• Brace pipe and hardware

• Tie sticks and connection hardware

• Duplex nails or fasteners

• Rock anchors or deadman materials (if required)

Answer #11: These will all be furnished by the government.

Question #12: The Statement of Work includes estimated quantities for Government-furnished materials.

Request: Please confirm whether these quantities are guaranteed to be sufficient for the full scope of work, and how overages (if required due to field conditions) will be handled.

Answer #12: Quantities should be sufficient for the full scope of work and any overages will need to be discussed with the COR or his technical specialists.

Question #13: The wage determination provided is for Heavy Construction in Adams County, Idaho.

Request: Please confirm the applicable labor classifications intended for fence removal and reconstruction activities, and whether conformance will be required for fence-specific labor classifications not explicitly listed.

Answer #13:

General Labor category. Conformance will not be required for fence-specific labor classification not explicitly listed.

Question #14: The Statement of Work references the Motor Vehicle Use Map (MVUM) and notes potential access limitations.

Request: Please provide the applicable MVUM and identify any known access restrictions, seasonal limitations, or segment-specific access considerations.

Answer #14:

The Payette MVUM is available for free download at https://www.fs.usda.gov/r04/payette/data-tools/interactive-maps

Question #15: The Statement of Work indicates materials will be staged at the Council Ranger Station yard.

Request: Please confirm whether additional staging areas, storage locations, or contractor work areas will be designated for use during the project.

Answer #15: The Council Ranger Station Yard will be the only designated staging/storage area designated for use during the project.

Question #16: The scope requires removal of all existing fence materials.

Request: Please confirm whether removed materials are to be returned to the Government, disposed of by the contractor, or handled in another specified manner.

Answer #16: Metal T-posts will be returned to the Government. All other materials will need to be disposed of by the contractor.
