About this file

This is an Independent Government Estimate (IGE) schedule of items for the Lava Fire Rangeland Fence Rebuild Project being solicited by the Department of Agriculture Forest Service on the Council Ranger District of the Payette National Forest in Council, Idaho. The solicitation number is 1240LT26Q0030, with acquisition plan/requisition number 1153860. The period of performance for Priority A runs from August 15, 2026, through October 30, 2027, with an anticipated delivery date aligned to the end of the performance period.

The primary deliverable is the removal and reconstruction of permanent, four-wire, let-down livestock fence totaling 2.25 miles, measured in miles as the unit of measure. The project scope includes removal of all old fence material and clearing of vegetation and large woody debris to prepare for new fence line construction. While the government description references 3.5 miles of segmented fencing across seven distinct segments where BLM lands border Forest Service lands or where interior Forest Service fences are needed, the IGE schedule specifies 2.25 miles for this particular item. The award is anticipated to be a firm fixed-price contract. The document serves as a template format to establish the government's independent cost estimate separate from contractor proposals and will be used to determine procurement thresholds, evaluate offeror understanding of requirements, and support price reasonableness determinations.

INSTRUCTIONS: HOW TO USE THIS FORM

Independent Government Estimate (IGE)
No specific format is required for an IGE; however this must be an independent estimate and not a reiteration of a contractor quote. The selected format should generally be in the same level of detail and manner that the Schedule of Items pricing we request from contractors. The estimate should state any underlying assumptions or rationale used in formulating the estimate. Initially the CO will use the IGE to determine the estimated value of the procurement and to identify the appropriate procurement thresholds applicable to the solicitation. Later the IGE is compared to prices received to evaluate an offeror’s understanding of the government requirements and in supporting a price reasonableness determination.
