About this opportunity

NASA Shared Services Center seeks two new Ladder/Tower Unit vehicles (fire apparatus) for its Office of Protective Services, with proposals due August 3, 2026, and questions due July 27, 2026. This is an unrestricted firm fixed-price RFQ for commercial products under FAR Part 12 with no set-aside.

One unit is destined for Stennis Space Center, Mississippi, and one for Ames Research Center, California, with delivery required by March 10, 2028, FOB Destination. NAICS code is 336120 (Heavy Duty Truck Manufacturing) with a small business size standard of 1500 employees; PSC is 4210 (Fire Fighting Equipment).

Each apparatus must be tandem or single axle with mid or rear ladder mount configuration, not exceeding 41 feet in length, and function as a multi-purpose rescue and pumper unit incorporating five Quint functions: minimum 1,000 GPM fire pump, minimum 300-gallon water tank, 100- to 110-foot aerial ladder with below-grade operation capability, hose line storage and connections, and ground ladder storage (14-, 16-, 24-, 35-foot straight ladders plus Little Giant, roof, and attic ladders). Required equipment includes mini generator, hydrant valve assist, 8,000-watt continuous (9,000-watt peak) power inverter, driver SCBA mount, battery-operated power tools cabinet with charging wiring, thermal imaging camera holder/charger, tablet mount, and hand tool racks. All vehicles must be new, unused, current production manufacture with full manufacturer warranties and no prior title, registration, lease, or emergency response service.

Quotation template, technical specification attachment (Attachment 1), past performance template (up to five references, each not exceeding two pages, demonstrating work within the past five years), and pricing template are required. Evaluation prioritizes technical acceptability, then past performance, then price. Liquidated damages of 0.5 percent of invoiced value per apparatus apply for every two weeks of late delivery. Three amendments issued July 14, July 24, and July 30 clarified specifications, added Q&A guidance, and require contractor acknowledgment of receipt.
