About this file
This is a Solicitation/Contract Form (SF 1449) for commercial products issued by NASA's Shared Services Center. NASA is requesting the manufacture and delivery of two OPS Tower Ladder Unit vehicles—one unit for Stennis Space Center in Mississippi and one for Ames Research Center in California. The solicitation number is 80NSSC26Q0012, with an offer due date of August 12, 2026, at 2:00 PM Central Time. Both units are firm fixed price procurements with delivery estimated by February 1, 2028, and delivery dates of March 10, 2028.
The evaluation process prioritizes technical acceptability first, requiring quoted models to meet or exceed specifications in Attachment 1; offers failing to meet specifications will be rejected. Past performance is the second evaluation factor, with unacceptable ratings resulting in elimination from further consideration. Price is the third factor, with the government conducting price analysis to determine fair and reasonable pricing. Offerors must submit completed technical quote templates (not exceeding two pages), past performance references (up to five references, each not exceeding two pages, demonstrating recent and relevant work within the past five years), and pricing quotes (up to two additional pages). Questions must be submitted by July 27, 2026, at 2:00 PM Central Time to the contracting officer and contract specialists listed in the solicitation. The solicitation allows offerors to quote one or two tower ladder trucks depending on market availability, and NASA may award multiple purchase orders rather than a single award.
