The apparatus must be a tandem or single axel design with mid or rear ladder mount configuration, not exceeding 41 feet in length. It shall function as a multi-purpose rescue and pumper apparatus incorporating the five basic functions of a Quint: a minimum 1,000 GPM fire pump, minimum 300-gallon water tank, aerial ladder device, storage and connections for supply and attack hose lines, and ground ladder storage. The apparatus must include standard aerial device tools and equipment for ventilation, salvage, overhaul, and rapid intervention operations on one side, with rope rescue, auto extrication, and technical rescue capabilities on the other side. Required pump and tank capabilities include connections and storage for cross lays, front bumper trash line, front or rear intake, and color-coded handlines and supply lines. Compartments must be equipped with a mini generator, hydrant valve assist, power inverter, and driver SCBA mount. A battery-operated power tools cabinet with charging wiring and carousel mounts, along with vertical and horizontal track mounts for hand tools, is required. The ladder compartment shall store 14-foot, 16-foot, 24-foot, and 35-foot ladders, plus a Little Giant ladder, roof ladder, and attic ladder. The cab must include a locking medical cabinet, seating for four personnel, thermal imaging camera holder/charger, and tablet mount. The aerial device must feature a 100- to 110-foot ladder with below-grade operation capability and anchor points under the ladder tip for raising and lowering additional equipment with a breathing air cylinder. All vehicles must be new, unused, current production manufacture at delivery, with full manufacturer warranties and no prior title, registration, lease, or emergency response service.
