About this opportunity
The National Park Service Alaska Region seeks sealed bids for PVC roofing recovery at the Pantheon Saloon and Red Front Buildings, Klondike Gold Rush National Historical Park, Skagway, Alaska, with quotations due July 2, 2026 (extended from June 22). This is a 100% small business set-aside under NAICS 238160, Roofing Contractors, with a $19 million size standard.
Place of performance is Skagway, Alaska. Work runs July 1 through September 30, 2026, with contractor commencement required within 10 calendar days of notice to proceed and all work completion by September 30, 2026. The National Park Service will perform preparatory work including removal of parapet wall caps, existing rolled roofing, an unused chimney, and repair of water-damaged sheathing and joists; the contractor recovers all marked grey roofing areas with 60-mil PVC membrane, mechanically fastened, per ASTM D4434 Type III with 20-year no-dollar-limit warranty minimum and Cool Roof Rating Council certification. The Pantheon Saloon is a two-story wood-framed structure built in 1897 and listed on the National Historic Register; existing bituminous membranes (installed 1998–2000) are 26 years old with delamination and leakage.
All work must conform to 2024 International Building Code standards and NFPA 241 fire safety requirements. Contractors must submit detailed component pricing, SF-1442 forms with signatures, narrative descriptions of technical capability and crew qualifications, project schedules, and documentation of at least three prior projects of similar scope completed within the past five years with preference for Alaska experience. Quotations must remain valid for 60 days minimum. A payment bond of 100 percent contract price, submitted within 10 days of award, is required; performance bonds are not. Liability insurance of $250,000 per person, $500,000 per occurrence, and $250,000 property damage is mandatory. Davis-Bacon prevailing wages apply under wage determination AK20260001 Rev 1. Vendors must be registered in SAM and submit invoices electronically through the Department of Treasury's Invoice Processing Platform. Award selection considers technical capability, prior experience, and total price to achieve best value.
