About this file
This document is a General Requirements specification for a federal construction contract (KLGO 331433A) issued by the National Park Service for the Pantheon Saloon and Red Front Buildings Roof Recover project located at the Klondike Gold Rush National Historical Park in Skagway, Alaska.
The primary scope of work involves recovering both the Pantheon Saloon building (a two-story wood-framed structure built in 1897 and listed on the National Historic Register) and the attached Red Front building (an NPS reconstruction) with a new polyvinyl-chloride roofing membrane. The existing bituminous built-up roofing membranes, installed during 1998-2000 restorations, are now 26 years old and have experienced delamination and leakage issues. The contractor must provide manufacturer-supplied shop drawings for all installation details requiring NPS approval prior to material purchase and must accommodate a brick chimney, existing boiler flue opening (to be patched by NPS day labor), and provide 270 feet of custom bent flashing matching existing material and color for NPS staff installation. The contract completion deadline is June 30, 2027. The NPS will provide day labor support including removal and reinstallation of metal parapet caps, roof decking replacement in the northwest corner, permanent fall protection posts, gutter removal and reinstallation, removal of rolled roofing and boiler flue, and construction of a Safway Scaffold System for roof access. All contractor work shall conform to 2024 International Building Code standards and NFPA 241 fire safety requirements. Standard provisions apply regarding contractor conduct at the federal facility, environmental protection, hazardous materials handling, accident prevention planning with Job Hazard Analysis documentation, weekly toolbox safety meetings, photo documentation requirements, submittal procedures using the NPS CM-16 form, and project closeout requirements including punch list completion and final acceptance within 30 calendar days.
