About this opportunity

The U.S. Department of Agriculture Forest Service is soliciting proposals for the replacement of the Kimball Creek Culvert on Forest Road 304 in the Superior National Forest near Grand Marais, Minnesota. The project includes traffic control monitoring, demolition and removal of the existing culvert, dewatering, furnishing and installing a new structural plate arch (corrugated aluminum or alternate corrugated galvanized steel), installing riprap, headwalls, wing walls, and aggregate to final road grade, as well as regrading approaches, installing permanent traffic signs, and seeding and mulching disturbed areas while protecting Kimball Creek and associated wetlands from siltation and construction impacts. The contractor must furnish all labor, materials, equipment, tools, transportation, and supplies necessary to complete the work in conformity with the drawings and specifications, with any deviations requiring Contracting Officer approval. This is a Request for Proposal (RFP) issued under FAR Part 12 with evaluation based on lowest price technically acceptable criteria, and interested contractors must submit responsive pricing for all line items and provide documentation on past performance, technical capability, quality control and safety plans, and project scheduling. Questions were due by January 16, 2026 at 1:00 PM CST, and proposals must be received by February 4, 2026, with all offers remaining valid for 90 calendar days from receipt; interested bidders must maintain an active SAM.gov registration at the time of bid submission to be eligible for award.

This solicitation contains no small business set-aside designation and identifies no incumbent contractor. The contract is fixed-price with an estimated period of performance from June 1, 2026 through September 30, 2026, with in-stream work restricted to the July 1 through September 15, 2026 window due to trout stream restrictions on Kimball Creek. Key project quantities include 350 linear feet of silt fence, 525 cubic yards of structure excavation and backfill, 145 cubic yards of structural concrete, 27,500 pounds of reinforcing steel, and a 45-linear-foot structural plate arch with a 25-foot span and 8.5-foot rise; work is estimated to require approximately 30 days of active construction. The Davis-Bacon and Related Acts apply to this solicitation, with prevailing wage rates established for heavy and highway construction in the region encompassing Carlton, Cook, Itasca, Koochiching, Lake, Pine, and St. Louis Counties in Minnesota. The place of performance is Grand Marais, Minnesota, with material potentially sourced from the USFS Osprey Pit and Thompson Lake Pit, though no material is reserved or guaranteed and contractors are responsible for confirming suitability through their own testing.
