This Statement of Work (SOW) details the replacement of the Kimball Creek Culvert on Forest Road 304 in Superior National Forest for the US Department of Agriculture (USDA). The project involves removing the existing 8' x 6.5' x 40.07' elliptical galvanized corrugated metal pipe culvert and installing a new 25'-0" x 8'-6" x 45'-0" structural plate arch culvert made of corrugated aluminum or galvanized steel. Critical requirements include performing all in-stream work between June 30th and September 15th, designing a temporary creek diversion, constructing concrete headwalls and wing walls, and protecting the designated trout stream and associated wetlands from construction impacts.
The contract requires the contractor to submit a project plan within 15 business days of award, a vendor material list within 60 business days, and weekly construction daily reports during the construction phase. The project is scheduled for completion during the FY 2026 construction season, with all in-stream work to be finished by September 15th. The culvert must be designed to AASHTO LRFD Bridge Design Specifications, accommodate a 250-kip vehicle load, and meet Minnesota's seasonal weight increase statutes. The contractor's personnel must be experienced in culvert installation, concrete work, stream restoration, and site grading, with all project travel expenses included in mobilization/demobilization costs.
