About this opportunity
The U.S. Army Corps of Engineers Kansas City District seeks custodial services across ten separate packages at recreation areas and facilities at five Kansas lake projects, with quotes due October 2, 2026 by 12:00 PM. This is a 100% Small Business Set-aside under NAICS 561720 (Janitorial Services, $22.0 million size standard). Each package may result in a separate contract award.
The ten packages cover custodial positions at Melvern Lake (CDAR and Turkey Point), Pomona Lake (Wolf Creek), Wilson Lake (Sylvan Park and Minooka), Perry Lake (Rock Creek and Slough Creek), and Milford Lake (Curtis Creek, Day Use, and Farnum Creek). Periods of performance vary by package, ranging from April 2027 through September 2029 or later, with base years plus two to four option years. Place of performance is Lawrence, KS 66049, with work performed at the specified lake project locations.
Performance requirements include comprehensive daily and weekly custodial maintenance: cleaning of shower houses, vault and flush toilets, picnic shelters, dump stations, boat ramps, playgrounds, and grounds maintenance with litter pickup across 38 to 125 acres per site, performed to 95% compliance standards. Contractors must be live-in park custodians (over 21 years old), maintain active SAM registration, obtain commercial liability insurance including workers compensation, general liability ($500,000 per occurrence minimum), and automotive liability ($200,000 per person/$500,000 per occurrence), and comply with Service Contract Act wage determinations by county location. Quotes must include completed SF 1449, pricing breakdown, and mandatory Relative Experience Form (minimum one, maximum three prior contracts); Past Performance Questionnaire and Vendor Information Form are optional. All quotes valid for at least 90 days from due date. Evaluation weighs relative experience and past performance combined more heavily than price.
