The Government develops the QASP, and the Project Office administers the plan through Quality Assurance Evaluators (QAEs) which monitor Contractor performance using quality assurance procedures developed by the Government. When the defects in services cannot be corrected by re-performance, the Government may (1) require the contractor to take necessary action to ensure that future performance conforms to contract requirements, and (2) reduce the contract price to reflect the reduced value of the services performed. Payment will NOT be made for work not performed or not performed to standard.
