About this opportunity
The Department of Veterans Affairs National Cemetery Administration has issued a Special Notice for an emergency HVAC repair at Sacramento Valley National Cemetery. The notice describes a critical need to replace a non-functioning HVAC unit in the facility's back section, where temperatures have dropped to 52 degrees Fahrenheit. The situation is deemed an urgent matter due to potential occupational safety risks, as temperatures fall below the Occupational Safety and Health Administration's recommended range of 68-76 degrees. The emergency procurement is being conducted under the "Unusual and Compelling Urgency" provision of federal acquisition regulations, specifically 41 USC 3304(a)(2) as implemented by FAR 6.302-2. The project is identified as Project #921-M&R-FY25-053 and involves a complete HVAC system replacement.
The primary objective of this Special Notice is to quickly procure a 5-ton HVAC unit, including installation of a new thermostat and necessary crane services for rooftop placement. Veterans Choice Services (VCS), LLC, a Service-Disabled Veteran-Owned Small Business (SDVOSB), has been selected for the project based on their previous successful emergency HVAC replacements at the facility. The contract is valued at approximately $35,000 with a performance period from March 1, 2025, to June 30, 2025. Contractors interested in similar opportunities should note the specific NAICS code 238220 for Plumbing, Heating, and Air-Conditioning Contractors and PSC code Z1NB for Maintenance of Heating and Cooling Plants. The Contracting Officer has determined the pricing to be fair and reasonable, comparing it against the Independent Government Cost Estimate and previous work performed by the selected contractor.

Justification & Approval for Emergency HVAC Repair at Sac Valley National -- Z1NB
Emergency Replacement of non-functioning HVAC Unit. Project #921-M&R-FY25-053
Unusual and Compelling Urgency per 41 USC 3304(a)(2) as implemented by FAR 6.302-2: The broken HVAC unit is necessary for moderating the temperature within the back section of the building where the breakroom is located. When the system went down the portion of the building that unit is responsible for was 52 degrees Fahrenheit. In January in Dixon CA the average highs for this time of year is 59 degrees Fahrenheit. Occupational Safety and Health Administration recommends temperature control between 68-76 degrees Fahrenheit due to the risk of thermoregulatory disorders and illnesses related to heat and cold stress, which makes this an Unusual and Compelling Urgency. The Contractor shall replace the inoperable HVAC with a 5 Ton HVAC unit, thermostat, labor to install, and crane services.
