About this file
This is a Justification and Approval (J&A) document for other than full and open competition for an emergency HVAC replacement at Sacramento Valley National Cemetery, under the Department of Veterans Affairs National Cemetery Administration. The requirement is for replacing a non-functional 5-ton HVAC unit, including installation of a new thermostat and crane services for rooftop placement, with an estimated value of $35,000 and a period of performance from 3/1/2025 to 6/30/2025.
The J&A cites "Unusual and Compelling Urgency" as the authority, as the broken HVAC has resulted in 52-degree temperatures in the building's breakroom area, well below OSHA's recommended 68-76 degree range. Veterans Choice Services (VCS), LLC (UEI: SKQADZQ169J2), a verified SDVOSB contractor, was selected based on their successful completion of previous emergency HVAC replacements at the same facility in 2024, including their ability to complete installation within one week of award. The Contracting Officer determined pricing to be fair and reasonable based on comparison with the Independent Government Cost Estimate (IGCE) and previous work performed.
