About this opportunity
Army Contracting Command is soliciting quotes for firm-fixed-price food services at Base Aeronaval Cristobal Colon, Panama, on behalf of Joint Security Cooperation Group-Panama (JSCG-P), with quotes due November 5, 2026 at 3:00 PM CST. The procurement is unrestricted, with no set-aside, and award is lowest price technically acceptable (LPTA).
The contractor prepares, packages, transports, and delivers individually packaged, ready-to-eat to-go meals for Jungle Operations Training Course (JOTC) and Rotational Training Unit (RTU) personnel and other operational requirements. Baseline is 150 personnel, Surge Level I is 151-700, and Surge Level II is 701-1,500. The Government may adjust quantities, delivery schedules, and locations. RTU lunch service is required. Meals are delivered to the dining facility tent or COR-designated location no later than 10 minutes before serving windows of 0600-0900, 1030-1330, and 1630-1930.
The 26 October 2026 SF-1449 amendment sets performance from November 10, 2026 through May 9, 2032, with five one-year option periods and one six-month extension (Option Line Item 5001). The offer due date moved from October 29 to November 5 so Food and Water Risk Assessments (FWRAs) can be completed. An approved FWRA is mandatory before award and is an evaluation element under technical capability. Questions closed October 26, and the updated RFI Q&A answers 35 questions.
Contractor requirements include food from approved sources, compliance with Army Regulation 30-22, Panama Ministry of Health licenses, permits, and food-handler credentials, hot food at or above 135°F and cold food at or below 41°F in transport, and Halal, vegetarian, and allergen accommodations. A Quality Control Plan is due 30 days after award, and monthly accountability reports are due by 1:00 p.m. Panama time on the first Tuesday of each month. The contractor furnishes containers, utensils, beverages, and fruit.
Funding is $370,000 initially allotted with incremental funding. Monthly pricing assumes full capacity regardless of course schedules. No incumbent contractor exists. Defense Base Act insurance applies only to U.S. employees, per the Q&A.
Evaluation weighs technical capability (meal service specifications, delivery logistics, surge capability, and approved FWRA), price, and past performance (up to three references from the past five years). No factor weighting is stated. Submit quotes by email to vernon.d.shank.mil@army.mil and edgardo.malave.mil@army.mil, completing SF 1449 sections 17a, 30a, 30b, and 30c, pricing CLINs 0001 through 5001, and providing a technical plan. Edgardo Malave is the Contracting Officer. The Site Visit Brief attachment is password-protected and cannot be read.
