About this opportunity
The Department of the Air Force Air Mobility Command seeks repair of Johnson Softball Field at Travis Air Force Base, California, with proposals due September 14, 2026 at 1500 PDT (3:00 PM). This is a Total Small Business Set-Aside under a firm fixed-price contract (FA442726Q1133).
Place of performance is 690 Airmen Drive, Travis AFB, CA 94535. The primary driver is a severe safety hazard: extensive gopher infestations have created subsurface voids and surface holes across the playing area resulting in an uneven, hazardous field that risks serious player injuries including ankle sprains and falls.
The scope requires rototilling existing turf, eradicating gopher holes, leveling and regrading the field for improved drainage, installing a continuous subsurface pest barrier of Type 304 stainless steel welded wire mesh (18 AWG, 1/2-inch to 3/4-inch square opening) with 6-inch seam overlaps and 12-inch perimeter extension across approximately 72,550 square feet, and seeding to establish a minimum 95 percent uniform turf stand using high-traffic seed varieties at 6 to 10 pounds per 1,000 square feet. Inground sprinkler system repair has been removed from the scope as of Amendment #0003 (September 1). The contractor must provide all labor, materials, equipment, permits, clearances, engineering and design services, transportation, traffic control, and supervision.
Work must occur during normal business hours (7:30 a.m. to 4:30 p.m., Monday through Friday) excluding federal holidays. Davis-Bacon Act wage determination CA20260007 applies. An optional site visit was scheduled for August 31, 2026 at 0900 PDT. Questions were due September 3, 2026 at 1000 PDT; Amendment #0004 (September 8) added RFI responses to the solicitation package. Amendment #0005 (September 14) confirmed the offer deadline as 1500 PDT. The NAICS code is 237990 (Other Heavy and Civil Engineering Construction); PSC is Z2PZ (Repair or Alteration of Other Non-Building Facilities). Evaluation considers price fairness and reasonableness, past performance on recent relevant contracts within three years, and technical capability to meet Statement of Work requirements. Pricing must remain firm for 60 calendar days from offer receipt. Anticipated award date is on or about September 30, 2026.
