About this file
This file is a Request for Environmental Impact Analysis (AF Form 813) and supporting environmental documentation for the refurbishment of two softball fields at Travis Air Force Base in California.
The proposed action involves refurbishing Facility #1183 (Johnson Softball Field) and Facility #1907 (National Softball Field) to eliminate surface holes and underground gopher tunnels, making the fields safe for recreational softball and flag football play. Work scope includes rototilling existing fields, pressing and rolling out underground gopher tunnels, rebuilding subbase with rock, sand, and topsoil, installing new sprinklers, and installing gopher barriers along fencelines. The project is requested by Tanya McCormick (60 FSS/FSVS) with approval sought by May 2025 to enable solicitation funding. All activities will remain within the existing field footprint. The environmental analysis determined a "no effect" for California Tiger Salamanders with implementation of specified conservation measures. Required conservation measures include construction activities occurring between 30 minutes after sunrise and 30 minutes before sunset, preconstruction surveys by a Natural Resource Monitor, environmental awareness training for all personnel, restricted access routes and staging areas, prohibited off-road travel, immediate reporting of any injured federally listed species, designated fueling areas with spill containment, daily inspection of excavations for trapped wildlife, prohibition of work during rain, capping of underground pipes, covering of trenches and excavations to exclude threatened species, and weekly site inspections by the Natural Resource Monitor. The project qualifies for CATEX A2.3.10 (routine facility maintenance and repair not involving significant hazardous materials disturbance) and has received legal approval from 60 AMW/JA. Environmental coordination requirements include compliance with Air Quality standards (CARB diesel equipment registration and renewable fuel requirements), hazardous materials/waste spill reporting, secondary containment for vehicle refueling, water resource protection, and cultural resources review.

The Cultural Resources Manager has determined the action generally qualifies as an undertaking in accordance with 36CFR 800.16(y) because it includes earthmoving activities. However, the risk is low given the general absence of prehistoric archaeology identified on the base, the high level of prior disturbance and development of the area, as well as a low surface and subsurface sensitivity for cultural sites per TAFB geoarchaeological model.
Project location has also been subject to previous cultural resource survey with negative results.

Site survey conducted and found an effect determination of no effect for California Tiger Salamanders. With the implementation of conservation measures. The project must stay within the existing footprint of the existing fields.

CES/CEIE has reviewed the AF form 813 to determine environmental concerns related to the proposed action of refurbishing the base softball fields.
Please read ALL comments in red on comment matrix. This will be required for this project. Please ensure on working on this location know the safety concerns. No other environmental impacts were identified. According to the Interdisciplinary team there are no issues and/or concerns as long as the coordination page requirements are being met. Thus, this action qualifies for CATEX A2.3.10.
Routine facility maintenance and repair that does not involve disturbing significant quantities of hazardous materials such as asbestos and lead-based paint.
Travis AFB is in attainment; therefore, a conformity statement is not required. Thus this action is approved.
‘The DAF is aware of the November 12, 2024 decision in Marin Audubon Society v. Federal Aviation Administration, No. 23-1067 (D.C. Cir. Nov. 12, 2024). To the extent that a court may conclude that the Council on Environmental Quality (CEQ) regulations implementing NEPA are not judicially enforceable or binding on this agency action, the DAF has nonetheless elected to follow those regulations at 40 C.F.R. Parts 1500– 1508, in addition to the DAF’s procedures/regulations implementing NEPA at 32 CFR 989, to meet the agency’s obligations under NEPA, 42 U.S.C. §§ 4321 et seq.’

MEMORANDUM FOR 60 CES/CEIE
FROM: 60 AMW/JA
SUBJECT: Legal Review of the Environmental Impact Analysis for the Refurbishment of Facility # 1183 Johnson Softball Field and Facility # 1907 National Softball Field, Located at Travis Air Force Base, California (TAFB)
1. Ms. Tanya McCormick, 60 FSS/FSVS, has requested an Environmental Impact Analysis (AF Form 813) for the refurbishment of two TAFB softball fields, the Johnson Softball Field (Facility # 1183), and the National Softball Field (Facility # 1907), and the installation of gopher barriers in order to make the fields safer for recreational softball and flag football games for both adult and youth participants. The proposed project would rototill the two existing softball fields, press and roll out underground gopher tunnels, rebuild the subbase of rock, sand, and topsoil, and would install sprinklers and gopher barriers.
2. Since the proposed refurbishment project would not affect nearby environmentally sensitive wetland areas, the NEPA Program Manager has determined that this project can qualify for a National Environmental Policy Act (NEPA) Categorical Exclusion (CATEX), under Section A2.3.10 of Appendix B to 32 CFR 989. CATEX A2.3.10 would apply to the Proposed Action because this project would involve rototilling and trench digging and would not involve disturbing significant quantities of hazardous materials such as asbestos and lead-based paint.
This Proposed Action would be eligible for this particular CATEX since these refurbishment activities would take place inside the two already existing softball field areas without a significant threat that asbestos or lead-based paint would be disturbed.
4. I have reviewed the Environmental Impact Analysis Request for this project and I find that a CATEX determination under CATEX A2.3.10 would be legally sufficient. If you have any questions or concerns, please do not hesitate to contact me directly at 424-3156, or email me at kurt.grunawalt@us.af.mil.
