About this file

This is a Contractor Responsibility Verification template based on Federal Acquisition Regulation (FAR) 9.103-9.104 requirements. The document establishes the criteria that prospective contractors must satisfy to be determined responsible and eligible for federal contract award.

The template requires contractors to demonstrate responsibility across six key factors: (a) financial resources sufficient to perform the contract, evidenced through profit/loss statements, balance sheets, lines of credit, or a letter from a financial institution; (b) ability to meet required delivery or performance schedules considering existing commercial and governmental commitments; (c) satisfactory performance record within the past three years, demonstrated through two past performance examples or a capability statement for new entrants, with an exemption for contractors with prior government CPARS and SPRS ratings; (d) satisfactory business integrity and ethics, verified through SAM.gov responsibility and qualification information; (e) adequate organizational structure including experience, accounting controls, operational controls, and technical skills; and (f) necessary production, construction, and technical equipment and facilities. The contractor's authorized representative must certify that all information provided across these six factors is correct and accurate. This verification document serves as a standard mechanism for contracting officers to assess whether prospective contractors meet the minimum responsibility criteria required before contract award.
