About this file
This is a memorandum from the 60th Civil Engineer Squadron (AMC) at Travis Air Force Base outlining conservation measures required for a softball field renovation project.
The project scope includes re-sodding two softball fields (Field 1: 1.35 acres, Field 2: 1.38 acres), installing an exclusionary gopher barrier along the fencelines (1,065 feet for Field 1 and 1,077 feet for Field 2), and upgrading the irrigation system. All work will remain within the existing field perimeters with no change in land use. The Natural Resources Team has determined the project will have "no effect" on the California Tiger Salamander (CTS, Ambystoma californiense) provided conservation measures are implemented. The project is necessary to address gopher mounds causing player injuries.
Thirteen specific conservation measures must be implemented during construction: activities must occur between 30 minutes after sunrise and 30 minutes before sunset; a Natural Resource Monitor must conduct preconstruction surveys and environmental awareness training for all personnel; construction activities must be limited to minimum necessary footprint with no off-road travel outside approved boundaries; motor vehicles and equipment fueling/servicing must occur only in designated areas with spill containment; trenches and excavations must have escape ramps at 3:1 slope and be covered to exclude CTS with gaps no greater than one inch; pipes must be capped, covered, or taped to prevent CTS entry; work cannot occur in rain; trenches must be inspected for trapped wildlife before filling; and weekly construction site inspections by the Natural Resource Monitor are required. Questions should be directed to Emily Perea, Natural Resources Manager, at emily.perea@us.af.mil or 707-424-2532.

DEPARTMENT OF THE AIR FORCE
60TH CIVIL ENGINEER SQUADRON (AMC)
11 June 2025
MEMORANDOM FOR FSS Fitness and Sports Center Director
FROM: 60 CES/CEIE
Natural Resources Program 411 Airman Dr Travis AFB, CA 94535
SUBJECT: Softball Field Renovation Consevation Measures
1. The Travis AFB Natural Resources Team has determined that the refurbishment of the softball fields will have a ‘no effect’ determination for the California Tiger Salamander (CTS), Ambystoma californiense provided that conservations measures are implemented.
All project acitivities will remain within the existing permiter of the softball fields, with no change in land use The field currently contains gopher mounds which are causing injuries to players using the fields. Although gopher mounds may serve as potential upland refugia for CTS, the mounds present within the field are enclosed at the surface, providing no accessible entrance for the CTS to utilize. Additionally the fields are irrigated, regualry mowed and fragmented by physical barriers such as buildings, fences, and squared curbs.
The combination of these factors resulted in the effect determination of no effect with conservation measures.
2. The project scope of work will include re-sodding the softball fields, as well as the installation of an exclusionary barrier along the fenceline to prevent small mammal access into the field, along with irrigiation system upgrades. This work will stay within the current footprint of the existing fields ( Figure 1 ).
3. The following conservation measuresmust will be implemented.
1. Construction activities will occur between 30 minutes after sunrise and 30 minutes before sunset
2. A Natural Resource Monitor will conduct preconstruction surveys of all ground disturbance contact the natural resource office at 707-424-2532 2 weeks prior to the start of construction .
3. A Natural Resource Monitor will conduct environmental awareness training for all construction personnel working within and near sensitive habitat on Base.
4. Taining will be provided at the start of work and within 15 days of any new worker arrival.
5. The number of access routes, number and size of staging areas, and the total area of the activity will be limited to the minimum necessary to achieve the project goal.
6. Off-road travel outside of the pre approved construction boundaries will be prohibited.
7. Any worker that inadvertently kills or injures a federally listed species, or finds one injured or trapped, will immediately report the incident to Travis Natural Resource Manager (NRM) immediately (60 CES/CEIE) 707-424-2532.
8. Motor vehicles and equipment will only be fueled and serviced in designated service areas. All fueling and maintenance of vehicles and other equipment and staging areas will occur in a designated area with appropriate spill containment.
9. At the end of every work day, trenches, pits, and excavations shall be provided with escape ramps constructed of earth fill or wooden planks at a 3:1 slope. Before such trenches, pits, and excavations are filled, they will be thoroughly inspected for trapped wildlife
10. Work will not be conducted in the rain.
11. Pipes laid underground or stored on the ground shall be capped, covered, or taped in a manner that exclude CTS from entering the pipe prior to the completion of the construction project. Long-term storage of pipes and other construction material should be placed on asphalt and raised above the ground by no less than 1.5 inches (on top of 2 by 4 inch supports).
12. Trenches, pits, and excavations shall be covered in a manner that exclude CTS from entering during weekends, holidays, humid days, rain events, etc. Specifically, gaps no greater than one inch shall be allowed within cover materials .
13. Natural Resource Monitor shall perform weekly construction site inspections to ensure the contractor completes the proposed action as described and complies with all proposed minimization measures.
4. Should there be any questions on the above conservation measures please contact Mrs.
