About this opportunity
The Department of the Air Force Air Mobility Command is seeking an Architect-Engineer (A-E) firm to repair the HVAC system for Building 658, a 3,800 sq ft hydrant fueling facility at Grand Forks Air Force Base. The project requires comprehensive field reconnaissance, site investigations, and design services to address inadequate heating in the fuels piping bay and insufficient hot water for the eye wash station. Interested firms must submit Standard Form 330 Parts I and II qualifications by February 12, 2025, at 4:00 PM CDT, with a strict 45-page limit. Evaluation criteria will be prioritized in descending order: geographic proximity to Grand Forks AFB, past performance, professional qualifications, specialized HVAC/fuels experience, and capacity to accomplish work on schedule. Questions from potential contractors were due by January 27, 2025, with the anticipated award expected in April/May 2025.
The contract is designated as a total small business set-aside under NAICS code 541330 with a size standard of $25.5 million. There is no incumbent contractor for this project, and the government has programmed approximately $847,000 for the work. The project timeline includes two primary phases: a 28-day initial reconnaissance and design meeting period, followed by approximately 84 days to complete construction documents through a four-stage design process (30%, 60%, 90%, 100% completion stages). Deliverables will include AutoCAD and PDF drawings, specifications, cost estimates, and a Basis of Estimate narrative. Performance is expected to be completed by June/July 2025, with the contractor required to follow specific Unified Facilities Criteria (UFC) standards and conduct detailed site investigations, particularly critical since historical drawings for the facility have been lost.

Added Questions and Answers. 6 Feb 25
The Architect-Engineer (A-E) shall perform field reconnaissance, studies, site investigations, and a preliminary design meeting with the users, including travel and work required to obtain engineering information and design data to produce contract documents for this project. The Base Civil Engineering Project Manager will assist in scheduling design meetings.
Building 658 is a 3800 sq ft hydrant fueling facility for jet fuel and includes significant fuels piping fed from the nearby outdoor storage tanks. Most of the space in the facility is a fuels piping bay. There is also a small control room and bathroom in the facility. The heating in building 658 is inadequate to maintain heat in the fuel bay. The bay is currently heated by 4 hydronic unit heaters, supported by a 400 MBH boiler which also supplies heat to the rest of the facility. The fuels piping bay eye wash station does not have sufficient accessible hot water. Current domestic hot water is supplied by a small on demand electric hot water heater, which appears to be inadequate. The fuel coming from these outdoor storage tanks cools the space when operations commence during winter months, providing additional heat load. The small control room and bathroom are not included as part of this project, though the heat load from the air handler and bathroom in this area will have to be considered for boiler sizing. Historical drawings for this facility have been lost. Site investigation and measurements will be critical to the success of this project.
