About this file

This is a Questions and Answers document for solicitation JFSD230068, which addresses three contractor questions about a repair HVAC system project for Building 658 at an Air Force facility. The document confirms that CPARS ratings should be included within the 45-page limit, Part II is included in the 45-page limit, and validates that the evaluation criteria priority list is correct with Geographic Proximity as the highest-ranked criterion and Capacity to Accomplish Work in Required Time as the lowest-ranked criterion.

The related pre-solicitation describes an Architect-Engineer (A-E) services requirement for the Department of the Air Force Air Mobility Command to repair the HVAC system in Building 658, a 3,800 sq ft hydrant fueling facility. The scope includes field reconnaissance, studies, site investigations, and preliminary design meetings to produce contract documents. The project aims to address inadequate heating in the fuels piping bay, which is currently heated by 4 hydronic unit heaters and a 400 MBH boiler, and insufficient hot water supply for the eye wash station. Historical drawings are unavailable, making site investigation critical.
