About this file
This document outlines the Architect-Engineer (A-E) selection criteria for solicitation JFSD230068, which involves repairing the HVAC system at Building 658, a hydrant fueling facility at Grand Forks AFB. The selection criteria consists of five key factors: geographic proximity of the prime contractor and key personnel, past performance over the last 10 years, professional qualifications of key personnel, specialized experience in HVAC design (particularly with fuels and sustainable building requirements), and capacity to accomplish work within required timeframes.
The project is being managed by the Department of the Air Force Air Mobility Command and involves a 3,800 sq ft hydrant fueling facility that currently has inadequate heating in its fuels piping bay. The facility's existing heating system includes four hydronic unit heaters supported by a 400 MBH boiler, and an inadequate electric hot water heater. The evaluation will consider SF 330 submissions and past performance information from government databases including CPARS, PPIRS, and FAPIIS. Key personnel requirements include Architectural Engineer, Electrical Engineer, Estimator, Mechanical Engineer, and Spec Writer, though contractors may propose modifications to these disciplines with justification.

(2) Past performance. The Government's evaluation of past performance will consider the offeror's recent and relevant past 10 years performance on contracts with government agencies and private industry in terms of experience with cost control, quality of work, compliance with performance schedules, and percentages of work completed by the prime contractor for basic disciplines as listed above in Factor 1.
(3) Professional qualifications necessary for satisfactory performance of required services. The Government's evaluation of professional qualifications will consider education, relevant experience, longevity with the firm, training, certifications, registrations, and experience using (but not limited
to) the following disciplines: Architectural Engineer, Electrical Engineer, Estimator, Mechanical Engineer, and Spec Writer. Disciplines may be added/removed by contractor as deemed necessary.
Provider explanation for additions/removals.

The Government's evaluation of the offeror's capacity to accomplish work in the required amount of time will be derived from proposal submission document Standard Form (SF) 330 “Architect-Engineer Qualifications" and past performance information that is stored in government databases (e.g., Contractor Performance Assessment Reporting System (CPARS), Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS).
