About this opportunity
The Department of Veterans Affairs Office of Construction and Facilities Management is seeking a contractor to perform a 33.6-acre cemetery expansion project at Jefferson Barracks National Cemetery in St. Louis, Missouri, with the primary objective of increasing burial capacity for approximately 208,000 veterans within a 75-mile service area. The project scope includes constructing 36,511 gravesites comprising 18,533 pre-placed crypt full casket gravesites, 2,123 traditional casket gravesites, 10,854 in-ground cremation sites, and 5,000 columbarium niches, along with infrastructure improvements including utility extensions, roadway improvements, grading, drainage systems, and site furnishings. Key contract requirements include compliance with Davis-Bacon wage rates, the Buy American Act, and various building codes and VA guidelines, with the contractor required to achieve an Early Turnover requirement to complete certain facilities within 252 calendar days from Notice to Proceed and deliver the project within 912 total calendar days. The government will evaluate proposals using a best value tradeoff methodology, with technical factors weighted more significantly than price, considering factors such as past performance, technical approach, and management capability. The original proposal due date of September 29, 2025, has been extended multiple times, with the current deadline set for January 14, 2026, at 3:00 PM ET.
This acquisition is set aside exclusively for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns utilizing a tiered evaluation approach that also considers Veteran-Owned Small Businesses (VOSB), other small businesses, and large businesses if necessary to minimize re-solicitation delays. No current contractor incumbents are identified in the solicitation materials. The estimated contract value ranges between $50 million and $100 million as a firm-fixed-price contract, with the government intending to award the base contract immediately and potentially award four optional line items—including a maintenance yard, storage building, satellite maintenance building, and committal shelter replacement—within 180 calendar days subject to funding availability. The project timeline spans 912 calendar days from Notice to Proceed, with the Early Turnover phase requiring completion within 252 calendar days, and tentative contract award is scheduled for February 9, 2026. Performance will occur at Jefferson Barracks National Cemetery, Sylvan Springs location in LeMay Township, Saint Louis, Missouri 63125, specifically at 2900 Sheridan Road.
Notice text
The National Cemetery Administration (NCA) is one of three Administrations within the U.S Department of Veterans Affairs (VA) that provide for the delivery of services and benefits to Veterans. NCA is responsible for providing cemetery services to Veterans and other eligible persons pursuant to the provisions of the National Cemeteries Act of 1973 and other statutory authority and regulations (38 U.S.C. 2306, 38 U.S.C. Chapter 24, 38 CFR Parts 38-39). NCA’s responsibilities include the operation and maintenance of 156 national cemeteries and the construction of new national cemeteries.
The National Cemetery Administration (NCA) is contracting this 33.6-acre cemetery expansion project to increase the burial capacity of Jefferson Barracks National Cemetery (JBNC) to serve veterans in the St. Louis area. The proposed development will provide continued service to an estimated Fiscal Year (FY) 2024 veteran population of approximately 208,000 within a 75-mile service area.
The purpose of this Phase 1 Expansion and Development project for Jefferson Barracks National Cemetery is to enable the existing national cemetery to continue to provide for an additional 15-year inventory of the more efficient casketed, double-depth, pre-placed crypts before depletion of the current inventory and extend the full range of burial options until FY 2045, as well as provide several nominal cemetery operational and infrastructure improvements within the older cemetery grounds.
Pursuant to the authority of 38 U.S.C. 8127 (Public Law 109-461) and in accordance with VAAR 815.101.370-Tiered Set-Aside Evaluation (DEVIATION), this acquisition will be set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns utilizing a tiered set-aside evaluation approach, including other than small businesses, to minimize delays in the re-solicitation process.
The Contract Specialist and point of contact for this solicitation is Joshua Gibson, E-mail Joshua.Gibson2@va.gov. Telephone requests will NOT be accepted.
