About this opportunity
The Department of the Air Force Air Education and Training Command is seeking to procure and install T-7 aircraft sun shelters at Joint Base San Antonio-Randolph, Texas through solicitation FA301625R6135. The project involves manufacturing and installing 6 rows of prefabricated metal sun shelters, with each row protecting 4 aircraft for a total of 24 aircraft positions. The shelters are designed to protect personnel and aircraft from environmental elements including sun, heat, wind, rain, hail, and snow, while mitigating heat gain and UV exposure to extend the lifespan of avionics components. The contract will be evaluated using Lowest Price Technically Acceptable (LPTA) procedures, with evaluation criteria covering technical narrative, drawings, past experience, work plan/schedule, and quality control. A mandatory site visit was conducted on July 17, 2025, and proposal submissions are due by July 31, 2025 at 2:00 PM Central Time, with Amendment 01 requiring acknowledgment by the same deadline.
This procurement is designated as a 100% small business set-aside under NAICS code 332311 (Prefabricated Metal Building and Component Manufacturing) with a size standard of 750 employees. The contractor will be awarded a single firm-fixed price purchase order and must complete the work within a 300-day performance period, with a complete prohibition on work during the United States Air Force Air Show from May 1-3, 2026. Work hours are restricted to Monday through Friday during normal duty hours (0630-1600), and the contractor is responsible for comprehensive design, engineering, installation, electrical infrastructure, pavement modifications, and marking requirements. Payment will only be made through Wide Area Workflow (WAWF) after each shelter row is fully installed and accepted by the government. The project includes detailed electrical specifications with new electrical manholes and underground conduit installations, plus various warranty requirements ranging from one to five years for different components.

Solicitation number: FA301625R6135, T7 Sun Shelter Procurement and Installation, is being issued as a Request for Proposal (RFP) for JBSA-Randolph, Texas. The supply with incidental construction is being acquired in accordance with FAR Part 13.5 Simplified Procedures for Certain Commercial items.
This acquisition is set aside 100% for small business under the NAICS code 332311 – Prefabricated Metal Building and Component Manufacturing, with a size standard of 750 employees.
