Request for Proposal (RFP) FA301625R6135
01 JULY 2025
I. GENERAL PROPOSAL INFORMATION
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Solicitation number: FA301625R6135, T7 Sun Shelter Procurement and Installation, is being issued as a
Request for Proposal (RFP) for JBSA-Randolph, Texas. The supply with incidental construction is being acquired in accordance with FAR Part 13.5 Simplified Procedures for Certain Commercial items.
This acquisition is set aside 100% for small business under the NAICS code 332311 – Prefabricated
Metal Building and Component Manufacturing, with a size standard of 750 employees. A single award of a Firm-Fixed Price (FFP), purchase order will be made as a result of the evaluation of proposal(s) received.

GENERAL DESCRIPTION OF WORK:
1. The work includes the procurement and installation of 6 rows of T7 aircraft sun shelters. Each row will protect 4 aircraft for an overall total of 24 aircraft. The primary function of the aircraft sun shelters is to provide protection for personnel (aircrews, aircraft maintenance personnel, etc.) from the elements (sun, heat, wind, rain, hail, snow, ice, etc., excluding lightning). Just as the sun shelter protects personnel from the elements, it will also protect aircraft from the elements. Additionally, the sun shelters will mitigate heat gain and UV exposure, which protects and extends the life span of avionics components. The contractor is responsible for verifying all measurements.
The Period of Performance for this project is 300 days from NTP1.
Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
2. Site Visit/Technical Questions: A site visit will be conducted Thursday, 17 July 2025 at 9:30am
Central Time. Pursuant to Federal Acquisition Regulation (FAR) clause 52.236-3, Site Investigation and Conditions Affecting the Work, the Contractor shall utilize this visit to perform a thorough site mailto:kailah.kraus@us.af.mil mailto:andrew.hernandez.24@us.af.mil mailto:emily.deck_sanders@us.af.mil investigation. This will be accomplished in an effort for the Contractor to: Take steps reasonably necessary to ascertain the nature and location of the work; investigate and satisfy itself as to the general and local conditions which can affect the work or its cost; and satisfy itself as to the character, quality, and quantity of surface and subsurface materials or obstacles to be encountered insofar as this information is reasonably ascertainable from an inspection of the site—including all exploratory work done by the Government, as well as from the drawings and specifications made a part of the contract.

CS(s) and CO, No Later Than Tuesday, 15 July 2025 at 12:00PM CST. Initial questions are due back the same day and at the same time. Please provide the following information for everyone attending the site visit.

July 2025, at 12:00 p.m. Central Time (CT), via e-mail to, both, CS(s) and the CO. Answers to technical questions will be provided in an amendment and posted.
3. Proposal Due Date: All offers must be submitted no later than (NLT) THURSDAY 31 JULY 2025 at 2:00 PM Central Time (CT). Proposals shall be emailed to both the Contract Specialist(s) and the
Contracting Officer. (Note: The Government e-mail system periodically experiences delays, therefore, offerors are highly encouraged to confirm delivery and receipt of your proposal). The government assumes no responsibility for late or incomplete responses to the RFP.
4. Offer Acceptance Period: All proposals submitted must be valid through 30 September 2025.
II. PROPOSAL PREPARATION AND EVALUATION INFORMATION
1. The provision at 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition.
ADDENDUM TO FAR 52.212-1 PROPOSAL PREPARATION INSTRUCTIONS
b. To ensure a timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Unless specifically identified in your proposal, by submission of its offer, the
Offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications and technical requirements, in addition to those identified as evaluation factors or sub factors. Failure to meet a requirement may result in an offer being ineligible for award. Submit proposals, to include all fill-in clauses to the office specified in this solicitation at or before the exact time specified in this solicitation.
g. The Government intends to make award based on the initial proposal submissions without conducting interchanges. Therefore, each proposal should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government, IAW FAR 52.212-1(g).
Interchanges are fluid interaction(s) between the Contracting Officer (CO) and the contractors that may address any aspect of the proposal and may or may not be documented in real time. However, the Government reserves the right to conduct interchanges using Interchange Notices (IN). Vendor responses to the INs will be considered in making the order selection decision. Interchanges may be conducted with one, some or all offerors as the Government is not required to conduct interchanges with any or all vendors responding to this solicitation.
h. Multiple Awards. The Government will award a single contract on an “all or none” basis; multiple awards shall not be contemplated.
2. The provision at 52.212-2, Evaluation - Commercial Items applies to this solicitation.
ADDENDUM TO FAR 52.212-2 EVALUATION PROCEDURES
a. Basis for Contract Award. The subject acquisition is being competed under FAR 13.5 Simplified
Procedures for Certain Commercial Items, utilizing the Lowest Price Technically Acceptable
(LPTA) procedures. Award of a single contract will be made to the technically acceptable Offeror with lowest total evaluated price who is deemed responsible in accordance with FAR 9.104 and whose proposal conforms to the solicitation requirements. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability.
c. Offers will be ranked from lowest to highest based on initial assessment of Total Evaluated Price
(TEP), followed by a full evaluation of technical acceptability of the lowest three TEP proposals.
If the Government deems it necessary, evaluations of additional proposals, in order of TEP, may be conducted in order to determine price fair and reasonable. A price analysis will be conducted to determine if the lowest price technically acceptable offer is fair and reasonable. Award will be made to the lowest TEP proposal meeting the technical acceptability standards and deemed responsibility in accordance with FAR 9.104-1. Price reasonableness may be determined based on competition, historical pricing, current market conditions, comparison to the independent government estimate, and/or any other analysis techniques under FAR 13.106-3(a). Upon examination of the initial offers, the contracting officer will determine if adequate price competition exists. However if the contracting officer determines that adequate price competition no longer exists, offerors may be required to submit other than cost or pricing data to support the price reasonableness.
3. Evaluation factors are—Price and Technical. Offerors shall provide the following to be evaluated:
a. Proposed Price – offerors shall complete and submit the schedule of supplies (Attachment 3), clearly indicating pricing for the contract line item number (CLIN) and the total amount.
b. Proposed Technical Approach - Offerors shall provide sufficient information, as required below to allow the Government to evaluate the offeror’s technical capability to perform the requirements of the SOW and attachments. Offeror’s technical proposal must, at a minimum, address the following technical performance criteria in each subfactor:
Subfactor 1: Technical Narrative / Schematic Drawings.
- Offerors will be evaluated on their demonstrated understanding of the project requirements and the clarity and feasibility of their proposed technical approach for the manufacturing of the sun shelters and the incidental construction for the installation.
- Provide schematic drawings(s) of the basic shelter elevations, plan and structural foundation demonstrating contractor’s full understanding of the scope.
Subfactor 2: Drawings.
- Offerors will be evaluated on the clarity and feasibility of their proposed process for obtaining the required engineered stamped drawings that clearly demonstrate compliance with all specified building codes listed in the SOW Section 2.
- The proposal shall identify the licensed professional engineer (PE) registered in the state of
Texas who will be responsible for preparing and certifying the drawings.
- Include a realistic timeline for submission of the stamped drawings after contract award to ensure completion of the project by the established performance period.
Subfactor 3: Past Experience.
- Offerors will be evaluated on their experience performing similar work. Provide examples of previous aircraft shelter manufacture and installation work completed in the last five (5) years.
Subfactor 4: Work Plan and Schedule.
- Offerors shall provide a detailed work plan, including a description of the proposed methods, equipment, and personnel to be used.
- Additionally, the work plan will be evaluated on the proposed delivery schedule for the commodity and the proposed timeline for completing the construction work. Offerors must demonstrate the ability to complete the project not later than 300 days after the issuance of
NTP1.
Subfactor 5: Quality Control Plan.
- Offerors shall provide a quality control plan that outlines the procedures for ensuring that the sun shelters are manufactured and installed to meet the required standards. The quality control plan will be evaluated for its comprehensiveness and effectiveness.

NOTE: For the proposal to be rated as acceptable, all technical evaluation criteria must be rated acceptable. If any technical evaluation criteria is rated unacceptable, the overall proposal will receive an unacceptable technical rating. Only technically acceptable proposals are eligible for award.
III. CONTRACT SPECIFIC INFORMATION
1. Mandatory Registrations. Offeror(s) is(are) required to include a completed copy of the provisions at
52.212-3, Offeror Representations and Certifications – Commercial Items, with their proposal. A offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically via http://www.sam.gov. If a offeror has not completed the annual representations and certifications electronically at the SAM website, the offeror shall complete only paragraphs (c) through (o) of this provision. To be eligible for award, registration with the System for Award Management (SAM) must be current.
2. The clause at 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition and Addendum to FAR 52.212-4.
ADDENDUM TO FAR 52.212-4 CONTRACT TERMS AND CONDITIONS—COMMERCIAL
PRODUCTS AND COMMERCIAL SERVICES
(c) Changes. Changes to the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes in the paying office, appropriation data, etc., which may be changed unilaterally by the government.
(i) Payment.-
(1) Items accepted. Payment shall be made for items accepted by the Government that have been delivered to the delivery destinations set forth in this contract. Payment will only be made for either
CLIN once a shelter row is fully installed and accepted by the Government.
3. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items (Deviation), all FAR clauses cited in the clause are applicable to the acquisition.
4. Wage Determination (Attachment 4) Construction Projects in Bexar County: The applicable wage rate for this project is TX20250007, dated 01/03/2025; construction type is Heavy and Highway.
