About this file
This document is a Questions and Answers (Q&A) file for a federal solicitation for T-7 Sun Shelters at JBSA Randolph, Texas. The solicitation is a 100% small business set-aside under NAICS code 332311 for prefabricated metal building and component manufacturing, with a size standard of 750 employees. The project involves procuring and installing 6 rows of sun shelters to protect 24 T-7 aircraft, with each row covering 4 aircraft. Key requirements include AISC certification for steel fabrication, installation of 96 aircraft tie-downs, external power cables, multiple lighting systems (obstruction, security, and work lighting), and specific payment terms where payment is only made after full installation and government acceptance of each shelter row. Additional project specifications include FOD fencing, working hours (Monday-Friday during normal duty hours), concrete specifications (12.25 inches thick with 541 flex PSI), and Texas-licensed Professional Engineers.

I wanted to clarify it’s the government’s intent not to pay for any material on site until the aircraft shelters are 100% complete?
This is a supply purchase with incidental construction, therefore the Government will not pre-pay for materials on site until after the shelters are fully installed and accepted. If a contractor chooses to fully manufacture and install one single shelter and then invoice for payment, the Government will process payment if accepted. It is the contractors discretion to decide the schedule of install for payment purposes. However, the Government will not make a payment on a shelter or shelters until the work is fully inspected and accepted.
would CONs consider opening up the Solicitation to Small Business under NAICS 236220? Unless it’s strictly procurement the PEMB manufacturers in my experience exclude performing installs on
Military Installations and would not perform electrical, striping, or concrete work as they are trade specific.
Because the Shelter is classified as equipment, the requirement was categorized using a supply
NAICS 332311 prefabricated metal bldg and component manufacturing. We will not be changing the
NAICS to a construction code.
To qualify under this small business set-aside, does the building manufacturer need to be a small business, or the general contractor—the actual bidder and erector of the building—to meet the small business criteria?
The intent of the small business set-aside on this requirement is to support the small business directly involved in the performance of our contract. The requirement is for the manufacturing and installation of the metal sun shelter, therefore the Government is looking for a small business to manufacture the sturcture as well.
Will AISC certification for steel fabrication and erection be required for this project, as has been typical on other recent large-scale aircraft sunshade installations at military airfields such as NAS
JRB Fort Worth and Hill Air Force Base? We want to ensure the project is staffed and executed in full alignment with all applicable project-specific requirements.
Yes, government wants a quailty product by a company that was vetted by AISC. SOW para 5.8.1.
calls for the structure to meet requirements of AISC Steel Construction Manual (latest edition)
We are reviewing the documents provided with the solicitation and would like to confirm our understanding of the payment terms outlined. Specifically, Attachment 3 states:“Payment will only be made for either CLIN once a shelter row is fully installed and accepted by the government.” Can you please confirm that this payment structure, where payment is only authorized upon full installation and acceptance of an entire shelter row, is indeed the intended approach for this contract?
This is a supply purchase with incidental construction, therefore the Government will not pre-pay for materials on site until after the shelters are fully installed and accepted. If a contractor chooses to fully manufacture and install one single shelter and then invoice for payment, the Government will process payment if accepted. It is the contractors discretion to decide the schedule of install for payment purposes. However, the Government will not make a payment on a shelter or shelters until the work is fully inspected and accepted.
Section 3 of the SOW states that we must provide pavement markings around grounding/anchor points, however, it is not explicitly stated that new aircraft tie-downs/mooring points are to be provided as part of this scope of work. CDRL #C250 states that (4) aircraft tie-downs must be installed for each aircraft, in this case the project would require a total of (96) new tie-downs for the (24) new T-7A aircraft parking positions. Please confirm whether the (96) aircraft tie-downs are to be included as part of our proposal.
Yes, tiedowns/mooring points must be installed. 96 total are needed.
The SOW allows for either galvanized or factory-painted finishes for roof and side wall sheeting.
However, previous aircraft sunshade installations at JBSA Randolph have used galvanized/galvalume sheets coated with a Kynar/PVDF finish due to their superior durability and long service life.To ensure consistency with existing structures, please confirm whether a
Kynar/PVDF finish is required specifically for the roof sheeting, wall sheeting, and trim on this project. No, not required, finish can be either option.
Section 3 of the SOW states that we must provide aircraft external power cables as shown in
Figure 13. Please provide a model number, product number, or other similar identifiers so that these can be sourced and included in the proposal. Additionally, please provide further information, model number, product number, etc. for the power plug / outlet for the external cable to ensure the correct component is sourced.
Per CDRL #250 for JBSA-Randolph; page 130: External Power Cable: cable assembly 115/200V, 400Hz, seven conductor; six #4 AWG power conductors (2xAØ, 2xBØ, 2xCØ) around one #1 AWG central neutral conductor (90 kVA nominal). Cable weight 0.96 kg/304.8 mm (2.1 lbs/ft). Cable bending radius: 254 mm (10 inches) per weight/foot.
•NSN 6150-01-473-0418; 18 288 mm (60 ) cable assembly; with molded plug
•NSN 6150-01-475-1814; 30 480 mm (100 ) cable assembly; with molded plug
(Contact vendors for applicable NSN for other cable length requirements).
Each new sun shelter is to include three lighting systems: Obstruction, Security, and Work
Lighting. Will these lighting systems be fed from a dedicated electrical panel designed specifically for each sun shelter? If so, will power distribution for the outlets also be fed from the same dedicated electrical panel serving the lighting systems for each sun shelter?
Power distribution for convenience power, aircraft power, and lighting systems will be provided from a central point and fed to dedicated electrical panels on each sunshade to support the adjoining aircraft parking spot.
10 The obstruction lighting system requires to be ON and not be affected by the Security or Work lighting system. Does the obstruction lighting system need backup power equipment? No, backup power is not required.
The security lighting system requires to be ON and not be affected by the Work lighting system.
Do these security lighting systems need backup power equipment? No, backup power is not required.
12 Where is the Lay Down yard located/where can equipment be stored?
13 What is the thickness & PSI of the concrete? East ramp thickness is 12.25 inches and flex PSI is 541.
14 What work hours are allowed? Are weekends or evening work hours permitted?
Concerning working hours, all work shall be performed Monday through Friday during normal duty hours, as determined by local Wings. Work shall not be performed during federal holidays and weekends without local Wing approval. (refer to SOW)
15 Are barriers required?
Yes, barriers are required to segregate the construction area from normal airfield operations.
Questions & Answers
16 Is FOD Fencing required?
Yes, FOD fencing is required as the construction will be conducted on and around an active airfield and taxiways.
Are you open to gable-ended buildings instead of arched buildings as long as all of the clearance specifications are met?
Either style will be acceptable as long as requirements are met. Buildings must meet clearance specs for aircraft height and width requirements and must also meet airfield height requirements as to not impede on airfield clearance areas.
18 Are Licensed Professional Engineers (LPE's) required to be Texas-certified? Yes, Texas licence is required.
19 Will it be the full 30 days after receiving the bids to agree to the NTP? NTP will not be issued until bonds are received after an award is made.
20 Do you know how many rows of rebar are in the 12" thick concrete? No rebar located in this area.
21 Do you have lineal footage of Temp fence needed? 1,200 feet of fencing will be required for constructon lay down area, refer to question 12
22 Do you have lineal footage of the striping removal? Approximatly 10,500 liner feet.
23 Do you have lineal footage of the new striping needed? Approximatly 7,500 liner feet.
