About this opportunity

The Department of the Air Force Pacific Air Forces is seeking flooring contractors to completely replace end-of-life flooring in Building 7 at the Joint Base Elmendorf-Richardson Education Center in Alaska. The project involves demolishing existing flooring, appurtenances, and cove base, performing necessary floor repairs to industry standards, and installing new Mohawk Large and Local Luxury Vinyl Plank flooring with specific technical requirements including a 20 mil wear layer and 20-year commercial warranty across 41 rooms totaling 25,040 square feet. Contractors must coordinate with building management, provide two weeks' notice for office relocations, remove and reinstall door leafs as necessary, and submit color selections for approval by DPW/773 CES. The government will evaluate offers based on two factors: price (using the provided price schedule) and technical acceptability (compliance with the Statement of Work), awarding to the responsible offeror whose quote is most advantageous to the government. Questions were due by September 3, 2025, at 2:00 PM AKDT, with quotes due by September 23, 2025, following Amendment 04 which extended the original deadline.

This opportunity is designated as a 100% Total Small Business set-aside under NAICS code 238330 (Flooring Contractors) with a $19 million size standard. No incumbent contractors are specifically identified in the solicitation documents. While no specific contract value is disclosed, the scope involves comprehensive flooring renovation across two floors with work to be completed in three phases: Bottom Left Wing, Bottom Right Wing, and Offices and Testing Room.
