About this file

This document is a site visit Q&A document for a flooring renovation project at Building 7, dated 30 July 2025. The project involves installing new flooring across 25,040 square feet, with a performance period of 270 calendar days from Notice to Proceed (NTP). The work will be completed in three distinct phases: Bottom Left Wing, Bottom Right Wing, and Offices and Testing Room. The contractor will be responsible for furniture removal and return, and work is permitted Monday through Friday from 0700-1700 hours, with overtime requiring advance approval.

Key project details include a concrete slab subflooring in fair condition, material storage available in the basement area for new flooring and supplies, and a flexible start date contingent upon material availability and potential preconstruction meeting requirements. Contractors will need to follow standard base access procedures and provide their own trash container for disposal of demolished flooring materials. Overtime and weekend work are possible but require prior approval, and there are no specific secure area restrictions within the building.

30 July 2025 BLDG 7 Sight- Visit Questions

1. Square Footage The total square footage was not clearly indicated in the drawings and was mentioned during the walkthrough, however could you please provide the exact square footage of the areas scheduled to receive new flooring for our records and pricing?

2. Performance Period Please confirm the anticipated project start date and total duration allowed for performance, including any critical deadlines we should be aware of.

3. Sub-Floor Type Could you confirm the type and condition of the existing sub-flooring (e.g., concrete slab, plywood, raised access floor)? This will help determine the appropriate prep and materials.

4. Furniture Removal Responsibility The project description on SAM.gov states that “units will remove furniture from areas receiving new flooring.” However, during our discussion on site, it was mentioned that the contractor may be responsible for furniture removal.

Can you please confirm whether the unit will handle furniture removal, or if this should be included in our proposal pricing?

5. Work Hours and Access Requirements o What are the standard working hours permitted for contractors on this project?

Government Response: 25,040 square feet

Government Response: 270 calendar days from NTP

Government Response: Concrete Slab, Fair Condition

Government Response: Contractor will be responsible to remove furniture from rooms and return.

Government Response: Monday - Friday, 0700 - 1700 o Is overtime or weekend work permitted, and if so, does it require advance approval or escort coordination?

o Are there any access restrictions, such as secure areas, escort requirements, or badge procedures that contractors should account for?

6. Material Storage and Staging Is there a designated area for storing materials or equipment on base during the course of the project?

7. Phases

Will there be phases for how the work will be completed?

Government Response: Yes, the customer desires the work to be done in phases:

Phase 1: Bottom Left Wing Phase 2: Bottom Right Wing Phase 3: Offices and Testing Room

8. Start Date

When will the project officially start?

Government Response: Work could start as soon as the Flooring Installer has the materials in. That of course is predicated on the assumption that any submittals and Preconstruction Meeting would be completed before work starts if Contracting requires that for this type of contractual vehicle.

Require approval

Government Response: Not within building. Standard procedures for gaining access to base.

Government Response:Yes, basement area available for storing new flooring materials and supplies, to include equipment. Not for storage of trash, debris, demoed flooring and cove base.
