The scope includes routine janitorial services for facilities totaling 57,270 square feet operating 24/7, along with specialized tower cab window cleaning requiring spotless, streak-free surfaces for complete visibility of airport approaches and runways, and delicate shade cleaning using non-abrasive methods and specialized cleaning solutions. Contractors must provide all labor, equipment, tools, supplies, and supervision necessary to perform these services according to detailed frequency charts and strict FAA specifications. The contract will be awarded on a lowest price, technically acceptable basis, with proposals due October 3, 2025, at 4:00 PM PT. Amendment 0002 was issued on September 5, 2025, to add a missing Customer Satisfaction Survey attachment, while Amendment 0001 incorporated changes related to Executive Order 14173 regarding electronic invoice submission requirements.

The contract structure includes a base year from December 1, 2025, through November 30, 2026, with four 12-month option years extending the potential contract period through November 30, 2030, creating a total possible duration of five years. Service locations are specified as 760 Worchester Avenue and 100 Pohakulana Place in Honolulu, Hawaii, with the Honolulu Control Facility housing over 50 occupants in a complex operational environment. Contractors must comply with strict security protocols including background checks and PIV badge requirements for personnel accessing FAA facilities.
