The solicitation requires a single prime contractor to provide full event production services across three venues in Brussels, including Parc du Cinquantenaire (primary outdoor venue for up to 5,000 guests), Autoworld Museum (indoor VIP reception for up to 1,150 guests), and the Royal Museum of the Armed Forces and Military History. The contract will be structured as a firm fixed-price Indefinite Delivery/Indefinite Quantity (IDIQ) agreement in Euros, covering the period from March 1, 2026 through July 10, 2026. The Government will evaluate proposals using a trade-off methodology based on four weighted factors: Technical Capability and Strategic Plan (30%), Prior Experience and Past Performance (30%), Company Profile (30%), and Price (10%), with the Government reserving the right to award based on initial quotations without discussions. Critical dates include the mandatory site visit on February 9, 2026 at 10:00 a.m. at Parc du Cinquantenaire, the question submission deadline of February 12, 2026 (extended to February 17, 2026), and the proposal due date of February 27, 2026 at 2:00 p.m. CET.

The contract carries a minimum value of EUR1,000 and a maximum value of EUR3,000,000, with individual orders not to exceed EUR800,000 inclusive of 21% Value Added Tax. The event production services include standard services covering project study and planning, pre-production, production, and post-production activities (CLINs 0001-0004) such as staging, audio-visual systems, lighting, power distribution, security, medical services, catering, and permits, along with 14 additional optional services (CLINs 1001-1014) including artist services, fireworks, drone shows, LED screens, and video mapping. The performance location is in Brussels, Belgium, with the primary venue being Parc du Cinquantenaire.
