About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 2, issued this Special Notice (J065) on November 18, 2025, announcing a sole-source procurement for emergency repair services on a General Electric (G.E.) C-Arm medical imaging device. The notice indicates the VA's intent to award a contract directly to G.E. as the original equipment manufacturer under Federal Acquisition Regulation (FAR) 13.106(b) authority. The C-Arm is currently in active use at the Syracuse VAMC and requires urgent maintenance to prevent system downtime and maintain patient care capabilities. The VA determined through market research that no qualified third-party vendors are available to perform this specialized maintenance work. The procurement is categorized under NAICS code 811210 (Medical Equipment Repairing) with a size standard of $34.0 million.

This sole-source award is justified based on G.E.'s exclusive capability to service the equipment while preserving its warranty and ensuring proper maintenance of critical medical device tolerances, calibrations, and pressures. The contract period runs from November 19, 2025, through December 31, 2025, with all work required to be completed no later than 30 days from contract award, and there are no option years included. The response deadline for this notice was November 18, 2025, at 3:00 PM Eastern Time, making this a time-sensitive procurement. While this is a sole-source procurement, the VA notes that interested parties may submit capability documentation to the Contract Specialist, Jason M. Rundle, to demonstrate their ability to perform the required maintenance work. All potential contractors must be registered in the System for Award Management (SAM) to be considered, and the place of performance is located at the Syracuse VAMC, 800 Irving Avenue, Syracuse, New York 13210.

Requirement Description: G.E. is the OEM Manufacturer of the C-Arm . The need to keep this equipment properly functioning is based on patient care as this equipment is vital for the healthcare of such patients and must be maintained regularly to prevent system down time.
