About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 5 seeks a complete fleet replacement solution for all ceiling lifts at Washington DC VAMC, with proposals due June 26, 2026, and a mandatory site visit on May 4, 2026 at 10:00 AM. This is a firm fixed-price RFQ with no set-aside.
Place of performance is 50 Irving Street NW, Washington, DC 20422. The procurement requires supply and installation of 276 standard ceiling lift motors (600+ lb capacity), 6 bariatric ceiling lift motors (1,000+ lb capacity), associated track systems up to 18 x 18 feet, hardware, trolleys, rails, and accessories across approximately 282 installation locations. Seven rooms require new XY track systems with specified dimensions ranging from 8 feet 9 inches by 6 inches to 18 feet by 18 feet. The vendor must provide comprehensive labor, deinstallation, installation, structural assessment and certification, electrical work, ICRA (Infection Control Risk Assessment) and HEPA containment per ICRA/PCRA team requirements, HVAC and lighting modifications as needed, Ground Penetrating Radar scanning for embedded conduits, seismic bracing, comprehensive drawings, training for three shifts (minimum five business days clinical training, one to three days biomedical/technical training), and one year of preventative maintenance and repair service. All ceiling lifts and rail systems must be fully operational within one year of contract award under at least three-year warranty. ICRA carts and HEPA containment are required in all adaptable rooms regardless of above-ceiling access; above-ceiling tiles will likely be Level 2 containment, with new installations Level 3 or 4 based on work requirements. The NAICS code is 339112 (Surgical and Medical Instrument Manufacturing), and the PSC is J065 (Medical Equipment). Vendors must submit all technical and implementation documents, 2025 manufacturer-signed Letters of Authorization, certificates, past performance references from the past two years, and detailed pricing in Excel and PDF formats; non-compliant submissions will be rejected. Evaluation weighs technical compliance with SOW requirements, past performance, implementation capability, and pricing.

Question & Answers- Pre site visit questions
Can you provide a list of rooms where existing tracks are in acceptable condition and eligible for retrofit?
Vendor to provide a solution for up to 282 ceiling motors retrofit is determined based on the equipment/implementation/solution vendor provides as long as vendor can support motor and rail service at least one year /equipment/rails under warranty at least 3 years upon installation completion. Â Refer to rail picture and lift xls attachment in RFQ.
For adaptable rooms, can you provide the charging method for each room to ensure compatibility with continuous charging requirements?
Current charging system for each is continuous charging for the three manufacturers. Vendor must provide a ceiling lift/rail motor solution that is capable to be charged upon installation completion.
For rooms where tracks are not adaptable, should vendors assume full replacement with an 18' x 18' XY system? If so, can you confirm that this configuration fits all applicable rooms?
For HTM we only aim for functionality and would prefer standardization of rails. Patient rooms are various sizes. Adaptability is to be addressed in vendor solution. Scaled drawings to follow. Refer to rail picture attachment in RFQ. Scaled room drawings to follow.
For the seven rooms requiring new track systems, can you provide detailed reflected ceiling plans to confirm layout and installation requirements?
