About this file
This document is an Amendment of Solicitation/Modification of Contract issued by the Department of Veterans Affairs for ceiling lift systems at the Baltimore VA Medical Center. The solicitation number is 36C24526Q0269, with Amendment 0001 effective June 9, 2026. The hour and date for receipt of offers has been extended to June 19, 2026 at 12:00 PM EDT. Stephanie Henderson remains the point of contact and Contracting Officer, with contact information at stephanie.henderson3@va.gov.
The amendment responds to 63 questions submitted by potential bidders regarding the Consolidated Ceiling Lift project and attaches technical drawings. Key clarifications include: union labor and wage determinations are not required under the Service Contract Act for DC; the facility can provide loading dock access (truck-high with gate lift or ground-level space), though storage space is limited to 4-8 pallets with potential need for delivery coordination; payment and performance bonds are not required; the project involves replacing existing lift systems with like-kind equipment in approximately 200 rooms across multiple floors, plus 7 new room installations in specific locations (2A-104 with 2 bays in GI, 2B-130, 2J-153, 2K-108, 2K-213A & B); four lifts total are needed for PT (2), Nuclear Med/PET CT (1), with no morgue lifts; six bariatric 1000-pound SWL lifts are required; deck-to-deck height is generally 12 feet with concrete composition; contractors must conduct Ground Penetrating Radar scanning for embedded conduits; seismic bracing is contractor responsibility; the VA will provide waste disposal containers and free parking; the Period of Performance is typically one year from award; and award evaluation will be based on best value rather than low-bid selection. The master lift inventory and room matrix with specific locations are referenced in attached drawings and a separate Word document to be provided by HTM (Hire the Mission).
