The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 12 seeks preventive maintenance and load bank testing services for 20 backup generators at Edward Hines Jr. VA Hospital in Hines, Illinois, with proposals due August 10, 2026. This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside.

Place of performance is Edward Hines Jr. VA Hospital, Hines, Illinois. The contract period runs from September 1, 2026 through August 31, 2027 for the base year, with four optional renewal years extending through August 31, 2031. The contractor must furnish all labor, management, materials, and equipment to perform three annual service categories: load bank testing in September (sequential testing from idle through 100% generator load), Preventive Maintenance Level 1 in January (fuel system inspection and filter replacement twice annually, cooling system checks, air induction and exhaust inspection, lubrication system evaluation, starting system inspection, engine monitors and safety controls testing, and operational verification with documented readings), and Preventive Maintenance Level 2 in July (all Level 1 activities plus full oil and filter changes during the base year, subsequent annual filter changes, bearing lubrication, vibration isolator inspection, and comprehensive Emergency Power Supply System condition assessment). The contractor must submit detailed Engineering Service Reports within 30 days of test completion, including inspection checklists, measured data, test results, photographic evidence, deficiency lists, and cost estimates. All work must be performed Monday through Friday, 7:00 a.m. to 4:00 p.m. CST, with one-week advance coordination with the VA Engineering Department. The contractor must comply with VHA Directive 1028, NFPA 99 and 110, Joint Commission standards, local and state regulations, ASTM fuel testing standards, and OEM guidance.
