The Department of Veterans Affairs Veterans Integrated Service Network 12 (Great Lakes Acquisition Center) seeks maintenance and load bank testing services for twenty backup power generators at Edward Hines Jr. VA Hospital in Hines, Illinois, with quotes due August 3, 2026 at 6:00 PM CDT. A mandatory site visit is scheduled for July 21, 2026 at 9:00 AM, and questions are due July 24, 2026 at 4:30 PM. The procurement is unrestricted (100% small-business eligible) with no set-aside.
The base contract period runs September 1, 2026 through August 31, 2027, with four optional one-year extensions through August 31, 2031. Work is performed at the Hines VA Hospital campus during normal business hours (Monday–Friday, 7:00 AM to 4:00 PM CST) with one-week advance coordination with VA Engineering. The generator fleet ranges from 60 to 1,250 kilowatts and includes units from Caterpillar, Cummins, Detroit Diesel, John Deere, MTU-Diesel, and Allis Chalmers.
Three annual tasks comprise the scope: Load Bank Testing (September), Preventive Maintenance Level 1 (January), and Preventive Maintenance Level 2 (July). Load Bank Testing requires sequential load testing at 30%, 50%, 75%, and 100% capacity with baseline data recording. PM Level 1 includes fuel, cooling, air induction, lubrication, starting, engine monitor, and electrical inspections, plus oil analysis and operational testing. PM Level 2 encompasses similar inspections with complete oil and filter changes and vibration isolator assessment.
Pricing is firm fixed-price for all line items across base and option years. Service Contract Labor Standards wage rates apply: Mobile Equipment Service ($22.35), General Maintenance Worker ($27.29), and Heavy Equipment Mechanic ($34.23). Quoters must demonstrate corporate capability, submit Quality Control and Safety Plans, provide three references from similar contracts completed within the past three years, identify assigned technicians with two years documented experience and relevant certifications, and provide insurance certificates. Detailed Engineering Service Reports are due within 30 days of test completion. Contractor employees must comply with VA badging directives, nondisclosure agreements, influenza vaccination or masking requirements, and facility drug-free, smoke-free, and weapon-free policies.
