Reference solicitation 36C25226Q0582 for Generator Maintenance at the Hines VAH.

The purpose of this amendment is to provide responses to questions from interested vendors and to extend the Offers due date to the date and time provided in box 11.

All other terms and conditions remain in effect.

A.1 Response to Questions

1.
Q:
Please confirm the correct manufacturer, model, serial number, and building assignment for the units listed at Buildings 113/128, 220, 222, and 226-7.

The equipment listing appears to show the same serial number for the units at Buildings 220 and 222. Clarification is also requested regarding the combined Building 113/128 designation and the model information listed for Building 226-7. Please provide a corrected equipment listing if any entries are inaccurate.

R:
a. The serial # for bldg. 220 is 49K22892

b. The generator designated as 113/128 is one generator.

c. The model # for 226-7 and 226-6 is 16V2000G86S

d. The model # for 224, 225, and 227 is NTA855GS

Corrections have been made to the revised equipment inventory (attached).

Q:
Please clarify the Government's intended responsibility allocation for connecting load-bank equipment to each generator.

a. Whether permanent load-bank connection points or cam-lock interfaces are available for the listed generators;

b. Whether the contractor must furnish all temporary connection equipment and cabling;

c. Whether the contractor is responsible for electrical isolation, connection, disconnection, and restoration; and

d. Whether VA electrical personnel will provide switching, isolation, or connection support.

R:
a. Hines has cam locks for contractor use for the generator at bldg. 205 and all 7 generators at bldg. 226.

b. Yes, other than the cam locks noted, the contractor is to provide all connection equipment.

c. Contractor will need to provide “suitcase load bank” for the John Deere at bldg. 221.

d. The VA will not provide switching, isolation or connection support. Hines will communicate and answer questions, but the contractor performs all the work.

Q:
Please identify the number of automatic transfer switches included in the requirement and, if available, provide the applicable ATS identifiers or generator-to-ATS assignments.

a. Whether ATS verification requires an actual transfer and re-transfer of facility load;

b. Whether simulated or no-load functional verification is acceptable where an actual transfer is operationally restricted;

c. The permitted outage or testing windows; and

d. Whether VA personnel will perform or support switching, system isolation, and restoration.

R:
No ATS work is required for this project and all references to it has been removed from the Statement of Work.

Q:
For option-year PM Level 2 pricing, should quoters:

a. Include a full oil change for all 20 generators within each annual firm-fixed price; or

b. Include annual oil-filter replacement, with oil changes performed only when the 250-hour interval, inspection findings, oil-analysis results, or manufacturer requirements indicate that a change is necessary?

If option-year oil changes are conditional, please explain how those services will be authorized and compensated under the firm-fixed-price CLIN structure.

Oil and filter changes shall be handled by separate purchase order when approved by the COR and awarded by the Contracting Officer.

Q:
Please confirm:

a. The required number and source location of fuel samples, including whether sampling is required from each main tank, each day tank, each generator, or another defined sampling population;

b. The complete required fuel-testing panel, applicable ASTM or other test methods, and acceptance criteria; and

c. Whether oil analysis is required for all 20 generators during both PM Level 1 and PM Level 2 each year, including the thresholds or reporting standard the VA expects the contractor to apply.

R:
a. This contract does not include fuel sampling work and all references have been removed from the SOW.

Q:
a. Please clarify which consumables, replacement items, and minor corrective actions must be included within the firm-fixed prices for PM Level 1 and PM Level 2.

b. Please address fuel filters, air filters, coolant and other fluid top-offs, belts, batteries, seals, hoses, fittings, and minor hardware.

c. Please also confirm whether repairs and replacement parts beyond the stated preventive-maintenance scope will require separate written authorization and pricing.

a. Top off all fluids and grease.

b. All fuel filters should be changed annually during PM1.

All main air filters are not to be changed except by additional quoted work.

Replace the pre-air filters annually for generators 1-5 of building 226.

Coolant and other fluid top-off to be included by contractor Belts, batteries, seals, hoses, fittings and hardware per additional work quoted and approved.

c. All other repairs per separate quote and authorization.

Q:
The technical-submission instructions require a staffing and managerial plan addressing the specified response time.

However, the Statement of Work identifies scheduled annual services and does not state an emergency or unscheduled service-response requirement.

Please confirm whether any on-call, emergency, or unscheduled repair-response requirement applies. If so, please provide the required response time, coverage period, and pricing treatment.

Evaluation factor shall be rewritten to:

b. Offeror shall submit a copy of their Quality Control Plan and Safety Plan. The plan shall demonstrate the offeror’s approach to meet all contract requirements and delivery schedule specified in the SOW and Price Schedule. Identify key personnel and procedures to ensure quality assurance in the management of the contract and control measures for servicing commercial-type generators and performing load-bank testing.

Please confirm that the prime offeror must be an SBA-certified SDVOSB at the time of quotation and award, and that a non-SDVOSB may participate only as a subcontractor.

Q:
When deficiencies are found in generator controls, annunciation, ATS controls, or EPSS wiring, what is the expected process for the contractor to get compensated for full root-cause analysis? Will a separate repair recommendation and quote for approval?

This requirement is for preventative maintenance. Any deficiencies not covered under the preventative maintenance defined in the SOW shall be provided as a quote to the COR upon finding the deficiency.

If troubleshooting is required that should be noted and a quote shall be provided to the COR.

Q:
Will additional site visits required solely for diagnostics and troubleshooting of generator or EPSS control problems discovered during PM/testing be compensated separately, and if so, how?
R:
This requirement is for preventative maintenance. Any deficiencies not covered under the preventative maintenance defined in the SOW shall be provided as a quote to the COR upon finding the deficiency.

If troubleshooting is required that should be noted and a quote shall be provided to the COR.

Q:
Please confirm whether repair labor for generator and EPSS controls beyond the defined PM and load bank testing is part of this contract, and if so, under which CLIN(s) and pricing arrangement, or if such work will be ordered separately under a different instrument.
R:
This requirement is for preventative maintenance. Any deficiencies not covered under the preventative maintenance defined in the SOW shall be provided as a quote to the COR upon finding the deficiency.

Q:
Are there any required response times or service level expectations for emergency generator or control system failures (for example, response within a specified number of hours), and how will emergency repair work be funded and authorized?
R:
This requirement is for preventative maintenance. Any deficiencies not covered under the preventative maintenance defined in the SOW shall be provided as a quote to the COR upon finding the deficiency.

Q:
May different labor rates be proposed or used for normal working hours versus after hours or emergency repair work, and if so, how should these rates be submitted and approved? If the Government decides not to authorize or fund certain control related repairs identified in the contractor’s reports, will the contractor be relieved of liability for subsequent performance or compliance issues arising from those unresolved deficiencies?
R:
No, different labor rates shall not be offered. This requirement is for preventative maintenance so the price should be all inclusive of this maintenance. Any deficiencies not covered under the preventative maintenance as defined in the SOW shall be provided as a quote to the COR upon finding the deficiency.

The contractor would only be held liable for actual deficiencies in their own performance.

Q:
Does the Government expect the contractor to repeatedly document the same unresolved deficiencies on future PMs, or may those conditions be treated as pre existing issues outside the contractor’s corrective responsibility unless separately funded?
R:
This requirement is for preventative maintenance. Any deficiencies not covered under the preventative maintenance as defined in the SOW shall be provided as a quote to the COR upon finding the deficiency.

If a previously reported deficiency remains at the next service visit it should be noted again on any service report provided to the COR.

Q:
How will the Government distinguish between warranty work on generators and control systems versus billable repair work under this contract, and who will make the determination of warranty applicability?
R:
This requirement is for preventative maintenance. Any deficiencies not covered under the preventative maintenance as defined in the SOW shall be provided as a quote to the COR upon finding the deficiency.

Determination on whether work is covered under warranty will be handled on a case by case basis.

Q:
Is the contractor expected to perform any modifications or upgrades to existing generator or ATS control logic to achieve compliance with current NFPA and VA requirements, or is the scope limited to maintaining and testing the existing configuration?

This requirement is for preventative maintenance. Any deficiencies not covered under the preventative maintenance defined in the SOW shall be provided as a quote to the COR upon finding the deficiency.

If the contractor identifies control system changes or upgrades needed to meet current NFPA, Joint Commission, or VA standards, how should those be proposed and authorized, and under what funding mechanism would such upgrade work be performed?

If existing control documentation is incomplete, inaccurate, or outdated, how does the Government expect the contractor to proceed, and will time spent field verifying, reconstructing, and updating this documentation be compensated as additional work beyond the base preventive maintenance and testing scope?
