The Department of Veterans Affairs Network Contracting Office (NCO 21) is soliciting sources for elevator maintenance, inspection, and repair services at VA Sierra Nevada Health Care System in Reno, Nevada, with a sources-sought response deadline of August 10, 2026, at 10:00 A.M. EST; this procurement is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB).
Work encompasses full-time on-site maintenance during standard operating hours (7:30 A.M. to 4:00 P.M., Monday through Friday, excluding Federal Holidays) performed by a journeyman mechanic, plus 24/7 callback service with response times of one hour for passenger entrapments and two hours for all other service calls. The contractor must service 17 passenger and service elevators plus one cart lift of multiple manufacturers (Otis, Dover, Schindler, Thyssenkrupp, Northern Elevator, U.S. Elevator). Weekly preventive maintenance, monthly fire fighter recall testing, annual and five-year safety inspections, and maintenance to original manufacturer specifications (including 3mm door leveling tolerance) are required. The contractor must comply with ASME A17 codes, NFPA standards, VHA Directives, manufacturer guidelines, and applicable federal, state, and local regulations. All tools, parts, lubricants, supplies, diagnostic equipment, and schematic wiring diagrams are contractor-furnished at no additional cost to the Government.
Contractors must possess minimum ten years of elevator maintenance experience within the past twelve years and employ NEIEP-trained and IUEC-certified technicians. All contractor employees require background checks, VA-issued identification badges, and compliance with facility policies. The contractor must obtain all required federal, state, and local licenses and insurance, including Nevada state licensure.
The period of performance runs October 1, 2026, through September 30, 2027, for the base year plus four option years. The price schedule contains two line items: routine maintenance services (Item 0001) at unspecified rate, and miscellaneous repairs not to exceed $20,000 annually at 50 hours (Item 0002).
