About this opportunity
NASA's Shared Services Center has issued a Special Notice for a sole source service contract to maintain and repair a JEOL JSM-IT710HR/LV Scanning Electron Microscope (Serial Number MP1366000050005) located at NASA Glenn Research Center. The agency intends to award this contract directly to JEOL USA, Inc. of Peabody, Massachusetts, under FAR 13.106-1(b)(1)(i), having determined that JEOL USA is the sole provider capable of performing the required maintenance services. The procurement covers maintenance and repair services for the scanning electron microscope including all associated stage navigation systems, scopes, and detectors such as Oxford Instruments EDS and EBSD detectors. This acquisition falls under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance and will utilize commercial acquisition procedures under FAR Parts 12 and 13.
The primary purpose of this Special Notice is to inform the marketplace of NASA's intent to proceed with a sole source procurement while providing an opportunity for other qualified organizations to demonstrate their capabilities. Interested contractors must submit their capabilities and qualifications in writing to the designated point of contact by 3:00 p.m. Central Standard Time on July 21, 2025, with oral communications not being acceptable. The government will evaluate these submissions solely to determine whether the procurement should be conducted on a competitive basis rather than sole source, though the final determination remains at the government's discretion. The contract scope includes two planned preventive maintenance inspections during the contract term, unlimited emergency visits, technical phone support, and comprehensive system maintenance performed by factory-trained service engineers. All submissions will be reviewed to assess whether organizations possess the necessary qualifications to maintain this specialized scientific equipment, potentially leading to a competitive procurement process.
