About this opportunity

Portsmouth Naval Shipyard seeks rental of fourteen isolation transformers—twelve rated 400A/400KVA, one 800A/800KVA, and one 1200A/1250KVA—with responses due July 30, 2026 at 11:00 AM EST. This is full and open competition under Simplified Acquisition Procedures; no set-aside applies.

Place of performance is Point Loma, San Diego, California. The base performance period runs August 14, 2026 through August 12, 2027 (52 weeks), with three optional periods totaling 14 additional weeks through November 18, 2027. Estimated contract award is August 7, 2026.

All transformers must accept nominal 460V three-phase ungrounded primary power and deliver 460V grounded secondary power across the 440–480VAC range at 60Hz, with insulation ratings exceeding 10 megohms, grounded frames with external ground connections, primary and secondary isolation disconnect switches or breakers sized to ampacity, tap changers for voltage adjustment, lugged or crimped connections, modular dry-type construction suitable for continuous outdoor unmanned operation in harsh weather, and NRTL approval. Transformers must be newly manufactured or completely refurbished, with factory testing within ten years. The contractor is responsible for all maintenance during the lease period, with repairs required within 24–48 hours of notification or replacement equipment within 72 hours.

NAICS code is 532490 (Other Commercial and Industrial Machinery and Equipment Rental and Leasing); PSC is J061. Award may be made based on schedule adherence and soonest mobilization capability. Price quotes must be held firm for 60 days. Submissions include pricing for all contract line items, technical compliance checklists, past performance, and pricing justification, submitted via email to christie.j.ashcraft.civ@us.navy.mil. Update #2 · Latest ·

For all transformers we are requesting primary side and secondary side electrical isolation disconnect switches/devices.  One on each side, they can be of the fused or breaker style but must meet the ampacity of the circuit through each switch.   400, 800, 1200….

If the switches are installed on the transformer or on the skid it will be the responsibility of the vendor to electrically connect from the (load side) of the primary switch to the transformer and the (line side) secondary side to the transformer.  The government will tie into the (line side from NAVFAC) of the primary switch and the (Load side to equipment to be powered) of the secondary disconnect switch.  I have attached a basic skid figure of what we are looking (switches mounted to transformer or skid).

If the switches are independent (stand-alone units) the government will install all cabling on the switches and the transformers to meet project request.

We understand that the safety disconnects, over 400 amps, can get large and the skid mounted units may not be available. Reason why we added in the flexibility of stand along units in the SOW.

We do not want to parallel transformers, main reason why we are requesting larger KVA transformers.
